at a greater valuation than that assessed for county and State
purposes; provided further that when the county assessor and
,county collector are required to assess and collect the taxes of
this district, they shall receive one per centum for assessing
and collecting the same.
SEC. 14. It is expressly provided that any and all outstanding
bonds, obligations and indebtedness of said Bledsoe Common
School District No. 5 of Lubbock County, be and the same are
hereby validated, and all such bonds, obligations and indebtedness
outstanding against said Bledsoe Common School District
No. 5 shall be and are hereby assumed and are hereby made
binding obligations upon the Bledsoe Independent School District
as the same is created by this Act.
SEC. 15. The local maintenance tax heretofore voted by the
qualified voters of said Bledsoe Common School District No. 5
in Lubbock County, Texas, as well as any and all bond taxes
voted or assumed by said Bledsoe Common School District No.
5, and now in force therein, are hereby validated and continued
in the independent district hereby created, until such time as a
majority of the qualified property taxpaying voters of said district
shall see proper to increase, diminish or abolish the same,
as provided under the General Statutes of this State.
SEC. 16. The title to all property heretofore and now vested
in said Bledsoe Common School District No. 5 in Lubbock County,
Texas, is hereby divested out of said common school district
and hereby vested in the board of trustees of said Bledsoe Independent
School District.
SEC 17. Any vacancy occurring on the board of trustees
'shall be filled by the remaining members thereof by appointment,
for the unexpired term, of a person qualified under the
provisions of this Act to hold such office.
SEC. 18. The board of trustees shall provide a suitable seal
to be used in the authentication of all bonds, warrants, contracts
or other documents executed by the authority of said
,board.
SEC. 19. In all matters not provided for in this Act, the said
board of trustees of said Bledsoe Independent School District,
,and all other officers thereof, shall be governed by the General
Laws of the State of Texas applicable to independent school
,districts.
SEC. 20. All laws and parts of laws in conflict with any of
the provisions of this Act, in so far as this Act is concerned,
:are hereby repealed; and should any section or provision of this
Act be by the courts declared unconstitutional or invalid, such
decision shall not impair any of the remaining sections or provisions
of this Act.
SEC. 21. The fact that the educational facilities provided
in Bledsoe Common School District No. 5 are insufficient for
want of adequate equipment and the fact that the funds now
provided are insufficient to adequately maintain the schools
-within said district, create an emergency and imperative public
