which he shall turn in to the commissioners' court to show that
he has complied with the law. The road overseer shall turn in
all money so collected by him to the county treasurer, taking his
receipt therefor, which receipt he shall turn into the commissioners'
court, that the money may be placed to the credit of the
proper road precinct.
SEC. 16. The road overseer shall have power to require any
road hands to bring upon the road, such teams, tools or implements
as the person warned may possess. A road hand shall
be allowed three days' service for supplying a team, a driver
and a two-horse plow or scrape or similar tool one day. For
supplying a driver, animal and a one-horse plow he may be
allowed two days' service. Each road hand must have warning
three days prior to the time service is to begin.
SEC. 17. Any person subject to road duty by the General
Road Law of Texas who refuses to perform road duty without
lawful excuse, shall be subject to a fine of not less than five
dollars and no more than ten dollars and all cost of prosecution
for each day he refuses to work.
SEC. 18. On account of an existing emergency and imperative
public necessity this Act should take effect and be in force
from and after its passage and it is so enacted.

the House, 103 yeas, 0 nays; passed the Senate, 28 yeas, 0 nays.]

CREATING THE TELL INDEPENDENT SCHOOL DISTRICT
IN CHILDRESS, HALL AND COTTLE COUNTIES.
H. B. No. 493.] CHAPTER 159.
An Act to create the Tell Independent School District in Childress, Hall
and Cottle Counties, Texas, including therein the present Common
County-Line School District No. 9 of Hall, Childress and Cottle Counties,
and the Tell Independent District of Hall and Childress Counties;
providing a board of trustees therefor, vesting said Tell Independent
School District board of trustees with all the rights, powers,
privileges and duties conferred upon independent school districts incorporated
under the General Laws of Texas; providing for the validation
of all current contracts of the said Common County Line School
District No. 9 and the present Tell Independent District, as the subsisting
obligations and acts of the Tell Independent School District as
created by this Act; providing for an election to determine as to the
assumption of outstanding bonded indebtedness of territory hereby
incorporated, as herein set out; and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That the Tell Independent School District is
hereby created and established in Childress, Hall and Cottle
Counties, Texas, including therein the territory of the present
