vices of a deputy supervisor of the Oil and Gas Division of the
Railroad Commission of Texas from April 13, 1926, to and including
August 31, 1926, and for the payment of salaries and
necessary expenses for employees for said division of said commission
for the fiscal year beginning September 1, 1926, and
ending August 31, 1927, as is contemplated by the first chapter
or division of Title 102, of the Revised Civil Statutes of Texas
of 1925.
SEC. 2. The fact that oil and gas development and operations
in this State have increased more than twofold since the
passage of the last appropriation bill for this division, and the
further fact that the present force of employees is entirely inadequate
to properly supervise such operations and adequately
protect the oil and gas deposits of this State and the potash deposits
on university land and other lands in West Texas now being
rapidly developed for the production of oil and gas, create
an emergency and an imperative public necessity demanding the
suspension of the constitutional rule, and said rule is hereby suspended,
and this Act shall take effect and be in force from and
after its passage, and it is so enacted.
[NOTE.-The enrolled bill shows the foregoing Act passed the
Senate, 28 yeas, 0 nays; passed the House, 101 yeas, 0 nays.]

MAKING IT UNLAWFUL TO USE DOGS IN PURSUING OR
TAKING DEER.
S. B. No. 318.] CHAPTER 24.
An Act to amend Article 880 of the Penal Code of the State of Texas,
providing that it shall be unlawful for any person to use a dog or dogs
in pursuing or taking deer, making it unlawful for any person owning
or controlling a dog or dogs to permit such dog or dogs to run, trail
or pursue any deer at any time; prescribing a penalty for the violation
of same; exempting from the provisions of said Article dogs pursuing a
wounded buck deer during the open season; and exempting certain
counties form the provisions of this Act, and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That Article 880 of the Penal Code of the State
of Texas be, and the same is hereby amended, so as to read as
follows: HUNTING WITH DOGS-It is hereby declared unlawful
for any person or persons to make use of a dog or dogs in the
hunting or pursuing or taking of any deer. Any person or persons
owning or controlling any dog or dogs, and who permits or
allows such dog or dogs to run, trail or pursue any deer at any
time, shall be deemed guilty of a misdemeanor, and upon conviction
shall be fined in any sum of not less than twenty-fiva
