'258 SPECIAL LAWS.
,suitable and proper buildings, for school purposes; and to do all
things suitable, proper, or necessary, in the proper management,
"control, and operation of the public free school of the said district.
SEC. 5. Until otherwise determined by the trustees of the said
'Thrall Independent School District, all taxes heretofore voted for
the use and benefit of the Thrall Commonl School District No. 21 of
Williamson County, Texas. is hereby declared to have been voted
for the same and benefit of the Thrall Independent School District,
and shall be and continue in force for the use and benefit of the
said independent district and for the inhabitants thereof; and may
be levied and collected as though voted for the said independent
district.
SEC. 6. That the board of trustees of the Thrall Independent
'School District, shall consist of seven members, and they each shall
be resident citizens and qualified voters of the said district, and
each member of the said board of trustees, shall before entering
upon his duties .hall make oath that he will faithfully and impartially
discharge the duties of such office, and said oath shall
be filed with the president of the said board of trustees; provided
however, that the board of trustees, heretofore elected for and in
behalf of the Thrall Common School District No. 21, of Williamson
'County, Texas; shall be and constitute the board of trustees for
this district until their successors are elected and qualified.
SEC. 7. That on the first Saturday in April after this Act shall
take effect, an election shall be held, and six trustees elected. and
three of those so elected shall hold office for one vear and three
so elected shall hold for two years, and that each year thereafter,
their successors shall be elected. All trustees to hold office until
their successors are elected and qualified.
SEC. 8. The board of trustees of the Thrall Independent School
District, shall be a body corporate in law and as such may contract
and be contracted with and may sue and be sued, plead or be nmpleaded
in any court of this State of proper jurisdiction and may
receive any grants, donations or devises for the use and benefit of
the public free schools in the said district.
SEC. 9. The board of trustees of the Thrall Independent School
District, shall manage and control the public free schools in the
said district, to the exclusion of every other authority, except,
in so far as the State Superintendent of Public Instruction and
the State Board of Education may be vested with supervisory authority,
under the General Law.
SEC. 10. Vacancies on the board of trustees shall be filled for
the unexpired term, by a vote of a majority of the members continuing
in office.
SEC. 11. A majority of the board of trustees shall constitute a
quorum, to do business. From their number, they shall choose a
president, secretary, treasurer, or any other officers or committees,
that the board in its judgment may deem, necessary. If they see
-fit, they may vest the authority of two or more of these offices in
the same person. The treasurer shall be required to give bond
in such amount as may be fixed by the board of trustees. Such
