Chapter 103, Health and Safety Code, is amended 6 by adding Section 103.0176 to read as follows: 7 Sec. 103.0176. PILOT PROGRAM FOR DIABETES GROUPS. (a) The 8 council, in consultation with the department, shall develop a pilot 9 program to promote and facilitate the operation of diabetes groups 10 to enable persons with diabetes to exchange information and 11 strategies to manage the disease and to obtain relevant information 12 and education. 13 (b) The council may not provide direct financial support to 14 fund a diabetes group, but may provide meeting space in a 15 state-owned building, if available. The department shall cooperate 16 with the council to provide meeting space under this subsection. 17 (c) The council shall operate the pilot program required by 18 this section in not more than two counties in this state selected by 19 the council from among the counties that are located on the border 20 of this state and the United Mexican States and that have a high 21 proportion of low-income households. 22 (d) Not later than December 1, 2004, the council shall 23 submit a report summarizing the results of the pilot program to the 24 governor, the lieutenant governor, and the speaker of the house of
