Mexico says that President Carranza
is considering plans submitted by the
National Board of Health for. the en-
actment of legislation that will grad-
ually result in the complete abolition
of the alcoholic liquor traffic in Mex-
ico. He recently signed a decree in-
creasing from 25 to 50 per cent the
tax on pulque and other alcoholic bev-
