Baldwin, Jr., of Austin, whose stellar 2 25-year career in state service was largely devoted to addressing 3 the needs of children, has retired as first assistant attorney 4 general of Texas; and 5 WHEREAS, A board certified family law attorney, Mr. Baldwin 6 has worked as a family law and child support master for Bexar 7 County, as deputy director for government relations for the Texas 8 Department of Protective and Regulatory Services, as a regional 9 director in child support enforcement at the Texas Department of 10 Human Services, and as a deputy chief attorney general in child 11 support litigation; and 12 WHEREAS, While living in San Antonio, he helped to found that 13 city's CASA program, whereby courts appoint trained volunteers to 14 advocate in behalf of abused and neglected children, and he 15 subsequently served as the first statewide CASA president; Mr. 16 Baldwin is currently a board member of the National Child Support 17 Enforcement Association and a board member and former president of 18 the Western Interstate Child Support Enforcement Council; he also 19 serves on the legislative committee of the Family Law Section of the 20 State Bar of Texas, as well as on the state bar's Child Abuse and 21 Neglect Committee and Family Law Council; and 22 .WHEREAS, Mr. Baldwin has played a pivotal role in protecting 23 the youngest and most vulnerable of Texans; long a reliable 24 resource for every state legislative committee that deals with
