the General Laws of this State. The board of trustees shall
canvass the returns and declare the result of the election.
SEC. 5. The fact that there now exists an urgent need for the
immediate consolidation of these districts creates an emergency
and an imperative public necessity that the constitutional rule
requiring bills to be read on three several days be suspended,
and said rule is hereby suspended, and this Act shall take effect
and be in force from and after its passage, and it is so
enacted.
[NOTE.-The enrolled bill shows the foregoing Act passed the
House, 105 yeas, 0 nays; passed the Senate, 28 yeas, 0 nays.]

AMENDING SPECIAL ROAD LAW FOR WISE COUNTY.
S. P. No. 316. ] CHAPTER 51.
An Act to amend Chapter 59 of the Local and Special Laws enacted by
the Thirty-fourth Legislature at its Regular Session in 1915, same
being a Special Road Law for Wise County, by adding thereto section
12a, authorizing the commissioners' court of Wise County to issue
bonds of said county for the purpose of funding or refunding indebtedness
incurred for road and bridge purposes and to levy a tax
in payment thereof, and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That Chapter 59 of the Local and Special Laws
enacted by the Thirty-fourth Legislature at its Regular Session
in 1915, same being a special road law for Wise County, Texas,
be and the same is hereby amended by adding thereto Section
12a, which shall read as follows:
Section 12a. The Commissioners' Court of Wise County is
authorized and empowered to fund any and all indebtedness
lawfully incurred for road and bridge purposes prior to March
1, 1927, whether the same be current, funding or simple contract
debts, and whether issued in the form of warrants or otherwise
into bonds of Wise County, redeemable and payable in
not more than forty (40) years from date, and the same may
mature serially or otherwise as may be determined by the commissioners'
court and may bear interest at the rate of not exceeding
51/, per cent per annum, interest payable annually or
semi-annually as may be determined by said court. All such
funding or refunding bonds shall be in such denomination as
may seem expedient and the court shall provide for the levy of
an annual tax upon all taxable property within the county to provide
for interest and sinking fund; provided that the aggregate
amount of said bonds herein authorized shall not exceed the
limitations provided by the Constitution of Texas; and provided
