WEBB COUNTY ROAD LAW.
H. B. No. 208.] CHAPTER 108.
An Act to create a more efficient road system for Webb County, Texas,
providing that the general road laws of the State of Texas shall be
applicable to said County, except as herein provided; providing that
nothing in this Act shall affect in anywise road bonds heretofore issued
by said County; validatisg an election for the issuance of special road
bonds of said County, validating all orders of the Commissioners Court
in respect to said election, validating the levy of taxes in payment thereof
and constituting such orders legal evidence; enacting provisions
necessary and incidental to the subject and purpose of this Act; and
declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That from and after the taking effect of this Act,
Webb County shall be under the provisions of the general road
laws of the State of Texas, and all acts and things hereafter
done with respect to the public roads of said Webb County shall
be under and in accordance with the provisions of the general
road laws of the State of Texas, except as hereinafter provided.
SEC. 2. Nothing herein shall impair in anywise road bonds
heretofore issued or authorized by said Webb County.
SEC. 3. That the election heretofore held in and throughout
Webb County, Texas, on the 20th day of November, 1926, upon
the question of authorizing the issuance of $300,000.00 special
road bonds of said county for the purpose of the construction,
maintenance and operation of macadamized, graveled or paved
roads and turnpikes, or in aid thereof, throughout such county
wherein a two-thirds majority of the legally qualified property
taxpaying voters voting thereon authorized the issuance of such
bonds and the levying of a tax in payment thereof, be and the
same is hereby and in all things ratified and validated.
SEC. 4. That the petition for such election and all orders of
the Commissioners' Court ordering such election and declaring
the result thereof and authorizing the issuance of such bonds
and levying taxes in payment thereof and the notices of such
election and returns thereof be and the same are hereby in all
things legalized, approved and validated, and said bonds when
approved by the Attorney General of the State of Texas, registered
by the Comptroller and issued and delivered to the purchasers
thereof shall constitute the valid and binding obligation
of Webb County, Texas.
SEC. 5. That the order passed by the Commissioners' Court of
Webb County. Texas, on the 15th day of December, 1926, recorded
in Book 6, pages 214, of the minutes of said Court authorizing
the issuance of $300,000.00 of bonds for the purpose of
constructing, maintaining and operating macadamized, graveled
or paved roads and turnpikes, or in aid thereof, and which said
order prescribes the time and maturity of said bonds, rate of interest
thereon, place of payment of principal and interest, and
prescribes the form of such bonds and interest coupons, and
