SEC. 4. That the interests of thousands of school children
might be served, and on account of the extreme precarious financial
conditions of many schools of the State, constitute an emergency
and an imperative public necessity requiring that the Constitutional
rule providing that bills be read on three several days
be suspended and that this Act be in force and effect from and
after its passage, and it is so enacted.

AUTOMOBILES FOR COUNTY COMMISSIONERS OF
JEFFERSON COUNTY.
H. B. No. 528.] CHAPTER 166.
An Act authorizing the Commissioners Court of Jefferson County, Texas,
to purchase automobiles for use of the Commissioners when acting as
road supervisors under appropriate regulations of said Court, and providing
for the reports thereon to the auditor and limiting the amount
to be expended therefor, and providing for the marking of said cars
and a penalty for failure to mark, and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That the Commissioners' Court of Jefferson
County, Texas, is hereby authorized and empowered when in its
judgment it may be deemed advisable, to purchase for the use of
County Commissioners when acting as road supervisors, such
motor equipment or automobiles as said court may deem essential
to the proper supervision of road construction and to the inspection
and maintenance of same, and to enable said court to
promptly care for all emergency repairs necessary to keep open
the public highways of said county.
Said road supervisors or County Commissioners shall make to
the County Auditor such reports as the auditor may deem necessary
to ascertain maintenance costs on equipment so purchased,
and to determine the use to which said equipment is being placed,
and it shall not be lawful for any person or official to make any
personal use of any motor equipment or automobile, and should
it be ascertained by the court or by the auditor that said equipment
has been used for other than official business, the said court
or auditor shall ascertain the expense thereof, and the person so
using said equipment shall be liable therefor at the suit of the
county. Provided, that the cost to be defrayed by the county
shall not exceed $1000.00 in any two years for the purchase price
of any automobile, and provided further that nothing herein
shall repeal any law with reference to the taking of bids. Said
cars shall be suitably marked before being placed in use, by lettering
on each side of a contrasting color from that of the car,
not less than two inches in height, showing the name of the
