The Galveston News Is late In tho
day In discovering that appropriating
money to the New Orleans exposition Is
contrary to the State constitution. It
should have worked along side of tho
I.ioiir and tho Houston Ago against it
last fall when there was some eonso In
opposing It. Locking tho stable door
after the horse has been Btolcn Is folly.
Although the Lioiit does not belong
to tho Texas Democracy It feels author
ized to say the State Democratic con'
ventlon would And ample hotel accom
modations and a hearty welcome In San
Antonio and that Southwest Texas Is
entitled to this honor. As an additional
Inducement tho Lioiit promises to re
port the proceedings with fidelity and
gplclness In Its own peculiarly piquant
vein.
The Supreme oourt of the United
States the highest legal tribunal In the
Union pronounced the Civil ltlghts bill
to be unconstitutional and thertfore
null and void and that put an end to tho
bill and all rights Intended to be secured
by It. Bpt JLr. Illchard Kelson colored
editor or the Galveston Spectator re-
scntly Insisted upon riding in tho rail
way coach for white passengers on a
Texas road refused to ride in the smok
ing ear and caused himself to bo put ou
the train n o are unable to see what ho
expected to accomplish by this course
now that the Civil ltlghts law is stone
dead. In fact so long as the whites
object to negroes riding in tho same
coach with them It has always struck
us that the proper self respect should In-
duce the negroes to avoid oven the
appearance of obtruding where they
were not welcome especially as riding
In a coaoh with white people Is of no
practical value to them. The railroads
should provide a good coach for negroes
excluolvely and not pack them into
smoking cars among roughs and desper-
adoes. Governor Ireland was right on
this point.
Xotiiino Is more clearly settled than
the fact that neither men nor women
ever rise above tho rank In life with
which they begin tho raoe unless they
make an effort to do so. Nor will any
such effort be made unless they feel an
ambition to rise In the world and to bet-
ter their social and pecuniary condition.
Jlorallsts frequently decoy and condemn
ambition merely because Inordinate am-
bition has Inflicted great calamities upon
mankind but they lose sight of the fact
that ambition Is the source of industry
economy study and improvement and
that but for ambition there would bo an
universal stagnation. What Inspires
one's condition f What prompts to
economy ? The desire of getting on In
the world of accumulating property. In
order that thoy may rise In the world
persons must first desire to do so and
then use the means to accomplish the
end. They must master all the details
of the business in which they are en-
gaged and strive to exoel In It and make
unceasing efforts to reach a higher posi-
tion by habits of industry application
and sobriety. The old adage "that what
Is worth doing is worth doing well" is
literally true and should stimulate
young men to do things thoroughly and
carefully.
This harmonious Demooraoy is full of

can hardly be kept from breaklngout in-
to a blaze. Fully one-half ot the Demo-

despotism as many negroes appear to

ernment in which the military arm Is sub-
ordinate to tho civil authority nnd un-
der which tho President Is bound to fol
low tho laws In using Federal soldiers.
As tho negroes have now been In the en
joyment of freedom for 'JO years they

and not to expect tho President to send

uncompromisingly opposed to cheating
coioreu citizens out of their votes liv

oierclso of their political privileges and

colored race that It never can be raised
to a higher piano of civilization by tho
mere exercise of tho right of suffrage.

tect of ills own fortuno and social stand-
ing and must hold himself aloof from
such of his own rnoo as aro notoriously
anting in integrity. Intelligence. In
dustry frugality obedlcnco to tho laws
anu integrity can alono lift tho colored
raco to a higher piano of being nnd co
nization and each colored person must
sceK to nso by these traits nnd dualities
Putting n voto Into tho ballot box can
no more transform an Ignoramus Into a
genius or a rogue Into nn honest man
than It can change tho skin or straighten
the hair of tho negroes and tho sooner
the negro race learns this truth tho bet-
ter it will bo for them. Nor will some of
them holding ofllces elevate their raco
any more than elecjing a drunkard to an
olllco would reform drunkards. Tho no-
grocs can only clevato their race by
elevating the individuals and voting and
holding ofllco cannot accomplish this re-
sult. Intelligence Industry frugality
and Integrity are tho basis of character
and of success In life and should bo tho
objective points with tho negroes if they
expect to riso to a higher plane of civil-
ization. Mr. Illchard Nelson does not
say one single word upon these most es-
sential points in his letter but seems to
expect the Federal government to act as
tne guardian ad litem of tho negroes for
all tlmo to come and to cmnlov Its sol
diers and constables and policemen nil
over tne south.
