our heart to begrudgo them the fun.
The oratory was below par both In mat-
ter and style and was characterized by
a pettiness unbecoming a national vic-
tory. It was Intolerant and sectional
but charity Induces one to Indulge the
hope that tho orators Vere carried away
with Joy Jubilation or something else
and could not get the brakes to work.
This Jubilation was over the election
of Cleveland by 1 1C0 votes out of an
aggregate vote of live millions Includ-
ing tho vote of the solid South about
the honesty and fairness of which so
lidity ninny persons entertain very
serious doubts and misgivings.
If Cleveland Is In point of fact elected
to the Presidency It Is only by the In-
significant majority of 1 100 In tho great
State of New York whero 1000000
votes wcro cast and tho recollection of
this fact should have taught the exult-
ant and overflowing Democrats the peril
of offending Nemesis by a display oflntol-
erance and proscrlptlveness. Achange of
o0 votes would have knocked their tri
umph on the head and changed their
smiles into grins; but men who have
not had a victory since 1S.V) and have
been hungering nnd thirsting for tho
loaves and flshes with an Intense long
ing are hardly to blame for Jubilating
over a notlonnl victory achieved by 1100
votes. That was the narrow Isthmus
between them and defeat. Hungry
people are not choice about their food;
what they crave is food. The Democ
racy want the loaves and fishes and
they want them bad. Three-fourths of
the Democrats of the Union will no
doubt be applicants for office nnd will
begin to besiege Cleveland ere he. Is In
augurated.

by the elections Washington Is now
alive to the fact that but four weeks ro-
maln before the assembling of Congress
The city emerged from her long summer
siesta some time ago to liavo her atten.
Hon distracted by the problem of the
presidency butnow that the eve or tho
end or the contest has come there has
begun In Washington a busy bustling
era or preparation Tor the advent or
assembled wisdom at the capltol. The
dawn or the coming winter season at
the national capital Is unusually null
ant. Its glow Is already reflected over
the city and Is prophetic or a season
or politics and gaiety such us will
shadow remembrances of many proceed
lng Congressional sessions. Many of
that class or people who possess wealth
wealth and culture nnd make Washing
ton a winter resort have already re'
turned. They will now be followed by
a general rush from all parts of the
country at the heels of which will come
tagging the usual famished train of
bipeds looking to their Uncle Sam for
"something to turn up." Then the ball
begins. Congress nnd society will vie
for supremacy. The former will In
terest but the latter will dazzle. The
power or society In Washington has
indeed to De seen to oeiuuy appreciated
It exerts a strong control even over Con
gress in that it lures and retains both

to Increase its magnetism and they
promise for this season a succession of
entertainments on a scale that has not
heretofore been attempted. Gossip tho
ambassador and minister plenipoten-
tiary of the'soclal world tells this year
of mysterious costumes and surprises
that will fairly astound and add greatly
to the splendor of tho display. It Is
already manifest that between Vanity
Fair and the National Legislature there
will be nothing dormant In Washington
this fall and winter from the flrst social
whirl to the Intermission which ensues
with sombre Lent. .
A walk about the city surprises the
summer absentee and expressions of
astonishment aro heard on all sides at
the transformations effected during their
absence In rapid Improvement Wash-
ington Is perhaps tho most remark-
ablo city In the world. Each year
the maglo hand of the builder
works surprises In new designs or
brick stone and mortar. New streets
are opened and paved Willi asphalt.
Vast publlo buildings are leared.
Dreary wastes of ground are metamor-
phosed Into verdant parks. The Dis-
trict Government that has done so much
to mako the capital tho pride of the
American people has not been Idlo all
summer. Its energy la specially mani-
fest by new asphalt pavements and tho
Improvements upon Washington's
parks; nnd the little triangular green
patches which form wherever the ob-
llquo avenues cross tho right angular
streets also tndlcato much care and
cultivation rrovision is soon to-ue
mado for planting shade trees on Penn-
sylvania avenue which now present n
beautiful smooth stretch of asphalt from
the capltol to tho south gate of tho
Treasury department marred only by a
car track down Its centre. Kvery af-
ernoon. nt 4 o'clock the outnour irom
tho Government departments mingles
with fashion In a promenade upon this
north sidewalk. In contrast with the
almost deserted south side of the
avenue. It Is curious this fact or
'ennsvlvanla avenue that almost all Its
foot traffio and tho mnlorltv of Its busi
ness Is upon tho north side whllo Its
southern siuewniK is naro anu un-
nvltlng.
Washington is nappy in another im
provement Tho howl or the olllco
seeker Is nearly Inaudible. This strange
hopeful variety of the genus homo we
have always with us. He docs not mi-
grate with tho rest of Washlngtonlans
for a summer holiday but piles his vo-
cation tho year around lie formerly
madellfe unendurable to the President
and the heads of the denartments. No
amount of vigilance thwarted his bold
designs but ho Is at last conquered by
me norrors oi me ngiu competitive ex-
amination. He shrinks from the frowns
of tbo civil servlco measures. The ma
jority of this recently lormldablo army
nro aweu into complete ausence out
tho most daring of the great hungry
horde stllUolter around and feebly howl
their presence.
Much attention Is now directed to-
wards the Washington monument as It
approaches completion. The tall white

almost any part of the city and soon
the question of tho grand dedication
