Inhabitants or the counties named who

Ciiy oir Mkxico April 7. During n se-
oret session or Congress jesterday Min-
ister Mnrlscal was summoned and was
requested to give the ollldal news re-
ceived regarding the defeat of the forces
erUuatemala and also to say ITtbe exe-
cutive considered the question settled
there-by and irany measures taken by
the government would be siifllclcnt to
bring about theileslred result. Morlsenl
rurnlshed scant data by saying that the
executive Itself was not well Informed.
Ihe army now en route to the frontier
numbers 13000 men nnd Mexloo was
now prepared to act upon the defensive
oronenslvc. Attcr bearing this Infor-
matlon several deputies presented reso-
lutions that the evecutlve be authorized
to declare waragalnst Ouatemala. '1 his
being signed by a deputation It was re-
ferred to the committee on foreign rela-
tions and war. The President of Salva-
dor Is not yet certain or victory In spite
of the death of llarrios nnd wants active
aid from Mexico In order to terminate
the war quickly and with as little loss
priireas possible. The common heller
here now Is that Diaz will accede to Sal-
vador's request and that Congress will
grant the necessary authority for a de-
claration of war.
THE JURY SYSTEM
And Especially the Petit Jury ond
Its Abuses.
Killlor Sun Antonio Mglit.
This system has as many defects as the
grand Jury system. The American peo-
ple from the foundation of their Govern-
ment have had embodied In the Federal
Constitution and BUI of ltlglits and In
all or the States or the Union a clause
declaring the right or trial by Jury shall
forever remain Inviolate. 1 repeat the
sentiment again: when government or
any port or our ludlclary system becomes
rotten and rt failure there Is an Inherent
right In the people to abolish alter or
amend them to suit the wants and
necessities of the people of to-day.
We have as ft people been taught to
look upen the right of trial by Jury as
one pr our mpst saored rights and to
speak about any reform. The system
smacks or treason In the minds or men
who live alone In the past and do not
bestow one single thought on the
present.
1 am told It was good enough ror our
forerathers. All right. But to-day I
assert It to be a fraud and a failure so far
as the execution of the law Is concerned.
This Is a broad assertion I nui told.
Now some ot the proofs: It la a noto-
rious fact that II. may with express
malice aforethought kill and murder C.
without rear of law or punishment. If
j. is weauny 11 as an tniiuentlal ramlly
and friends to back him although there
are no extenuating elrrumslanres the
rcd-lianded murderer bids drllance to
Justice nnd law. and i -ii' 1 ttcv
ud en has this I.. v
It us take ui..i 1 - .1
mnllre kills ('.; there are some extenu-
ating circumstance. The proofs are nut
as clear asthey should hc.hut II. Is poor
friendless penniless and alone In the
world wltbooi family or Influence to
hack him. He will be hung as high as
Hainan; no reasonable doubt can save
blni. 'I he Jury don't leine tho box un-
til they Ii nil 111 1 1 guilty nnd assess tho
death penalty or imprisonment Tor lire.
Have you never seen this done III llexar
count)? Let a poor unknown friend-
less Mexican or negro be charged with
an tilleiise. The Jury nine times out or
10 reterses Ihe rule nf law ami pre-
sumes his guilt and rails upon I1I111 to
establish hlslnnaeence. 'I lie plain truth
is i ii is 11 ouey anu inuucnrc control jih-
I law.
To show you nn Instance or the benuty
or the Jury system: O was put 011 trial
In the District court charged with n mis-
demeanor. His guilt was evident and
was proten the had no defence. 'I be
Judge nt 11 1 1 1 11I him herniisii the punish-
ment alllxed by law was too setcre.
Another In nn adjoining county In

ceiving stolen properly knowing
isehlng stolen property knowing It In
lie stolen. 'I he nrnof was clear: the lurv
promptly ni'iiilited 1 1 1 1 11 lie was too old
to goto the penitentiary.
Hundreds nT sii h Instances (nil In-
cited tbrollghnut tbeSlnti'.
Some day when )ou have n lelsuie
moment drop Into the District court
room. V011 will see the precau-
tion taken to draw the Jury
and all efforts made hy the
court and all the olllcers of the
law to select good mid true men ror Jury
duty nnd when they are empanneled
counsel for defence nnd for the slnle
exercise their right to challenge the
complexion of the nholejury Is changed
and .Mr. professional Juror supplies their
places.
It Is the most dangerous as well as the
most expensive system that ever dis-
graced any civ liked people.
I nm asked to suggest n remedy for
the evil. I say again If there Is 11 wrong
there Is nlwiivs a repicdy. It rests with
the people In whom all political power
Is vested. The people are beginning to
reel this evil and will llnil n remedy.
Yours Ittv.

Needs Looking Into.
There Is much complaint of the ovel-
crowded condition or our city public
schools nnd there nre hundreds or chil-
dren denied admission because there Is
110 room ror their accommodation.
There Is more money inked and needed
to meet the demands by the school
board. While the I. linn Is In favor or
spending all the money possible on the
education of the children of our city at
the same time It believes there are cer-
tain evils to be looked Into and also the
laws governing puhliu schools should be
cumplled with as much as posslblo as to
what uge applicants are entitled to re-
ceive the henetlls of the publlo sohool
fund. The school lawsstlpulate the age
or the scholar to be between 8 nnd It)
years. If the school board will take the
trouble to ascertain theatres ofthe schol-
ars In our public schools they will find
not a few or them under the age of N and
a number over the age of 18. While
these scnolars who have no right to at-
tend the publlo schools others nre de-
nied the prlviledge for want of accom-
modation. The l.tuiiT thinks tbat after
a scholar passes the age of 18 and has
not received sulllclent common school
education In 8 years there should
be some regulation whereby this class
can pay for their tuition as If In private
schools but which fund can be covered
Into the school treasury for tho benefit
of the younger pupils. The school
