SEC. 2. The fact that there are school districts in urgent
need of relief provided in this Act, together with the crowded
condition of the calendar, creates an emergency and an imperative
public necessity requiring the suspension of the Constitutional
Rule requiring bills to be read on three several days in
each House, and that this Act shall take effect and be in force
from and after its passage, and it is so enacted.
Effective 20 days after adjournment.
[NOTE.-S. B. No. 77 passed the Senate by a vote of 26 yeas,
0 nays; passed the House by a vote of 104 yeas, 1 nay. Was received
in the Executive Office March 20, 1930, and in the Department
of State March 21, 1930, without the Governor's signature.]
