not less than Five Dollars ($5.00) nor more than One Hundred
Dollars ($100.00). The taking of such fish in excess to the
number herein allowed shall be a separate offense.
No person shall knowingly place, throw, or deposit upon the
banks or grounds adjacent to any of the fresh waters, creeks,
lakes, bayous, rivers, pools, or lagoons, or tanks, in the counties
above named any catfish, perch, crappie, white perch, bass, trout,
or other edible fish, and leave such fish to die without any
intention upon the part of such person either to eat such fish
or use same for bait. Any person found guilty of the violation
of this provision shall be fined not to exceed Twenty-five Dollars
($25.00). The allowing of each fish to die shall be a separate
offense.
SEC. 2. The fact that the fishing season is now at hand and
counties benefited by the provisions of this Act will be deprived
of its benefits during this season, unless this Act becomes effective
immediately, creates an emergency and an imperative public
necessity that the Constitutional Rule requiring bills be read on
three several days be suspended, and the same is hereby suspended,
and this Act shall take effect and be in force from and
after its passage, and it is so enacted.

H. B. No. 47.] CHAPTER 12.
An Act ratifying and validating Edcouch-Elsa Independent School District,
ratifying and validating the proceedings of the Board of County
School Trustees of Hildago County in annexing territory thereto, ratifying
and validating the proceeding of the Board of School Trustees of
Hidalgo County in detaching territory therefrom, ratifying and validating
the petitions of voters residing in territory annexed and detached,
and actions thereon by the Board of Trustees of Edcouch-Elsa Independent
School District, by the Board of Trustees of Common School
District No. 2, Hidalgo County, and also by the Board of County School
Trustees of Hidalgo County annexing territory, being a portion of Common
School District No. 2, Hidalgo County, and detaching territory from
Edcouch-Elsa Independent School District, defining and describing Edcouch-Elsa
Independent School District after such annexation and detachment,
and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That Edcouch-Elsa Independent School District,
in Hidalgo County, Texas, as enlarged by the annexation thereto
of a portion of territory formerly in Common School District
