Jackson, Miss., we have an abstract of a
proclamation yes^prday isfcued by Gov. Shar-
key, of Mijs., in which he discusses the em-
ancipation proclamation in a temperate and
sensible manner. He says its constitutional-
ity is alone to be determined by the Supreme
Court pf the United States, and until it is
declared contrary to the fundamental law by
that tribunal, it must be accepted by the
people as valid. At all events emancipation
was an accomplished fact and to be accepted
as such. He advises the people of Mississippi
to take the amnesty oath. . f

next Congress will be urged to modify the Na-
tional Banking Law so as to save banks from
the necessity of iocri&asing their securities when
they will be below par.

The New Orleans Picayune of Wednes
day, the 28th ult., has the following :
We learn from a gentleman lately re-
turned from the Rio Grande, that a body of
United Stated troops had taken up their
march for tile upper Rio Grande. Half of
them (2,600) were to be stationed, at Eagle
Pass. . ... _
The negro troops landed at Brazos have
been very mutinous since their arrival at
that place.
Water being scarce, tthey broke away
i 'rom all control. boarded v essels lying at
Brazos, and took casks out of some, anc
took others to the Rio Grande to fill with
water, and committed as many other ex
cesses as their isolated posilion would
allow.
It is feared that on their: march to the
interior they will become far more mutinous
as they were very indignhtit at being sent
