1560 GENERAL AND SPECIAL LAWS.
.which may be hereafter issued under the provisions of Articles
1111 to 1118, inclusive, of the Revised Civil Statutes of Texas
for 1925, including all Amendments thereto to aid in financing
any undertaking or project for which a loan or grant has been
made by the United States through the Federal Emergency
Administration of Public Works, are hereby declared to be
negotiable instruments and they shall be fully negotiable within
the meaning of and for all the purposes of the Uniform Negotiable
Instruments Act of this State.
SEC. 2. Provided, however, that the provisions of this Act
shall not be construed as validating any proceedings authorizing
the issuance of any such bonds, notes or warrants, or any bonds,
notes or warrants issued by virtue thereof where the validity of
such proceedings, and bonds, notes or warrants issued thereunder
has been contested or attacked in any pending suit or
litigation.
SEC. 3. The fact that many cities and towns of Texas have
been issued and desire to issue revenue bonds which possess
the.attributes of negotiable instruments and the fact that through
the sale of such bonds unemployment will be relieved create
an emergency and an imperative public necessity that the Constitutional
Rule requiring bills to be read on three several days
in each House be suspended, and the same is hereby suspended,
and that this Act shall take effect and be in force from and
after its passage, and it is so enacted.

by a vote of 123 yeas, 0 nays; passed the Senate, October 9, 1935,
by a vote of 23 yeas, 5 nays.]
