FORTY-FOURTH LEGISLATURE-FIRST CALLED SESSION. 1601
SEC. 4. Payments made from the Industrial Revolving Fund
shall be made upon duly authenticated certificate by the General
Manager of the State Prison System and shall be paid by the
State Comptroller of Public Accounts by proper warrants drawn
on said fund as now required by law for the payment of other
charges against the State of Texas.
SEC. 5. Salary for manager of Central State Prison Farm
For the year ending August 31, 1936 -----$3,150.00.
For the year ending August 31, 1937 ---
3,150.00.
This is in lieu of the appropriation made for said position in the
regular appropriation bill passed by the Forty-fourth Legislature,
Regular Session.
SEC. 6. The fact that the Forty-fourth Legislature re-appropriated
the sum of Fifty Thousand Dollars ($50,000) for an
Industrial Revolving Fund for the payment of purchases of supplies
and materials for the industries of said Prison System and
the fact that the State is now on a deficiency basis making it impossible
for the Prison System to pay cash for purchases of
materials and supplies which fact works to the financial loss of
the system inasmuch as purchases made on a deferred payment
plan materially increases the prices charged by the furnishers of
said materials which could be bought and purchased at a much
lower price if same could be paid for in cash, create an emergency
and an imperative public necessity demanding that the
constitutional rule requiring bills to be read on three several
days in each House, be and the same is hereby suspended, and
that this Act take effect from and after its passage, and it is
so enacted.
