NORTH ATLANTIC BLOCKADING SQUADRON.
I enclose a copy of the manifest of the schooner [A.] Perry, loaded
with merchandise for Baltimore, and a copy of a permit issued from
General Viele's headquarters to clear her for that port, both just
received for my approval, and upon which I suspend action until I
hear from the Department.
I do not find on file any definite instructions from the Department on
the subject. I learn, however, that several vessels with merchandise
were, by Rear-Admiral Goldsborough, permitted to pass the naval guard
vessels. If this proceeding is approved by the Department, it may be
sufficient for me hereafter to approve all similar permits issued by
authority of General Dix at Fortress Monroe or of General Viele at
Norfolk.
I desire instructions also for my guidance in regard to merchandise
coming into Norfolk from Northern ports with or without like permits.

NAVY DEPARTMENT, September 17, 1862.
SIR: I have received your letter of the 14th instant, enclosing a copy
of an application made to you by the president of the Norfolk Gas
Company to send a quantity of shingles to the North.
No traffic in shingles, cotton, tobacco, or other articles can be per-
mitted in the region blockaded.

Order of the Secretary of the Navy to Acting Rear-Admital Lee, U. 8. Navy, restricting all
traffic in the blockaded region.
NAVY DEPARTMENT, September 18, 1862.
SIR: Your No. 25 has been received. You will allow no vessel to
import or export merchandise into Norfolk, Elizabeth River, or any
port of the country blockaded. Beaufort, in North Carolina, is the
only port open for general traffic within the limits of the North Atlantic
Squadron, and you will not regard what are called "permits" from any
officer except the Secretary of the Treasury, War, or Navy as author-
izing the ingress or egress of any vessel in violation of the blockade.
The schooner Perry, loaded with merchandise for Baltimore, can not
be permitted to depart. There must be no favoritism or license for
trade given to any one or more of our own countrymen to traffic within
the blockaded region, or to import or export merchandise. That would
be justly considered as evasion of the blockade and in bad faith. No
officer of the Army or Navy is authorized to grant permits, and you
will seize all vessels that are engaged in illegal traffic.20
