A quorum of the House was an-
nounced present.
Chaplain Clinton Kersey, upon re-
quest of Speaker Barnes and the
Members, asked that the House stand
for a moment in silent tribute to
Astronauts Virgil Grissom, Edward
White, Roger Chaffee, and their be-
reaved families.
The Chaplain then offered the In-
vocation as follows:
"Our Father in Heaven, at this
time of national mourning for those
whose lives were taken, we are mind-
ful as never before that although we
are careful and safety conscious we
can still lose our lives. Thou art the
Giver of life and the Only.
Comfort those who are bereaved
this day.
Bless Mrs. Ben Atwell in her af-
fliction.
Forgive our mistakes and shortcom-
ings toward Thee. In Jesus' Name,
Amen."

REQUESTING THE GOVERNOR
TO SUBMIT AS AN EMER-
GENCY MATTER TO THE LEG-
ISLATURE THE STATE EM-
PLOYEES' PAY RAISE
The Speaker laid before the House
for consideration at this time the fol-
lowing resolution:
S. C. R. No. 8
Whereas, The ever-spiralling costs
of living, augmented by the inflation-
ary environment of the present eco-
nomy, has created a plight of indi-
gency and destitution throughout the
levels of state employment; and
Whereas, More than 6,000 state
employees are compensated in a-
mounts below the national poverty
level promulgated by the federal
government; and
Whereas, The employment turnover
in state government in Texas has
mounted to an exorbitant rate of 34
percent annually, and such turnover
has resulted in severe losses to state
government in monetary, administra-
tive, and morale declines; and
Whereas, Many state agencies, such
as the Texas Highway Department
and the Department of Public Safety,
have been unable to fill more than 200
vacant positions each, solely becauseJanuary 30, 1967
