Mr. Cory moved to reconsider the
vote by which S. B. No. 101 was pass-
ed and to table the motion to recon-
sider.

HOUSE BILL NO. 417 ON PASSAGE
TO ENGROSSMENT

H. B. No. 417, A bill to be entitled
An Act amending Chapter 100, Acts
of the 55th Legislature, Regular Ses-
sion, 1957 (Article 6252-9, Vernon's
Texas Civil Statutes), making addi-
tional requirements for reporting sub-
stantial interests of employees of
State agencies, legislators and legisla-
tive employees; prohibiting presenta-
tion of facts or argument to an ad-
ministrative agency of this State ex-
cept under conditions as herein pro-
vided; prohibiting officers and agents
of a State agency from making invest-
ments causing a conflict of interests
and further defining same; prohibit-
ing legislators from representing
clients before administrative agencies
while legislation or appropriations are
before the Legislature or committees
affecting such agencies and providing
remedies; prohibiting a Member of the
Legislature from introducing or caus-
ing to be introduced proposed legisla-
tion which affects directly a client or
employer of such Member; and de-
claring an emergency.
The bill was read second time on
February 27, postponed at that time
until 10:30 o'clock a. m. February 28,taken up on February 28 and again
postponed until 12:00 o'clock noon
February 28.
Mr. Armstrong offered the follow-
ing amendment to the bill:
Amend H. B. No. 417, page 4, Sub-
section (n) of Section 3 by deleting
therefrom the following:
"any proposed legislation which af-
fects directly any client or employer
of said Member and no Member shall
sponsor or cause to be sponsored"
and by adding at the end of such
Subsection (n) the following:
"without disclosing to the House
of which he is a Member the fact of
such retainer or other financial re-
muneration and by whom it is paid.
Such disclosure shall be made on
the floor and by an entry in the
Journal of the House of which he is a
Member at or prior to the time of the
introduction of such proposed legisla-
tion."
The amendment was adopted.
Mr. Hale offered the following a-
mendment to the bill:
Amend H. B. No. 417 by adding
the following words:
"in behalf of himself or his associ-
ates, or" at the following places:
(1) Following the word "appear"
in line 17 on page 4 and
(2) Following the word "manner" in
line 8 on page 2 and by adding the
following words:
"himself or his associates, or" at
the following places:
(1) Following the word "directly"
in line 30 on page 4 and
(2) Following the word "affecting"
in line 32 on page 4.
The amendment was adopted with-
out objection.
Mr. Hale offered the following
amendment to the bill:
Amend H. B. No. 417 by changing
the period in line 54 on page 1 to
a semicolon, and adding thereafter
the following:484
