En este dia 16 de Febrero, de
1977, el Consejo de Ad-
ministradores del Distrito
Escolar Independiente de
Roma se reunio en sesion
regular, abierta al publico, con
los siguientes miembros
presentes, a saber: Baldemar
A. Chapa, Presidente; Martin
S. Volpe, Noe Perez, Bill Best y
los siguientes ausentes: Virgilio
H. Guerra y Homero Ramirez
constituyendo un quorum y
entre otras actas tomadas por
dicho Consejo de Ad-
ministradores se encuentra la
siguiente:
EN VISTA de que el regimen
de dos (2) miembros del Con-
sejo de Administradores expira
el primer sabado de abril de
1977, dicho primer sabado
siendo el 2 de abril de 1977, y en
dicha fecha se llevara a cabo
una eleccion de ad-
ministradores en dicho Distrito
Escolar.
EN VISTA de que es
necesario que este Consejo pase
una orden estableciendo el
procedimiento para archivar y
conducir dicha eleccion de
administrador;
POR LO TANTO, SE
OREDENA POR EL CONSEJO
DE ADMINISTRADORES DEL
DISTRITO ESCOLAR DE
ROMA:
1. Que se lleve a cabo una
eleccion en dicho Distrito
Escolar el dia 2 de abril, de
1977, para el proposito de elegir
al Consejo de Administradores
de dicho Distrito Escolar dos
(2) regentes Escolares para
terminos completes
2. Que todas las solicitudes de
candidates a que se incluyan
sus nombres en la boleta de la
arriba mencionada eleccion, se
haran por escrito y firmadas
por los candidates y archivadas
con el secretario del Consejo de
Administradores en la oficina
del superintendente antes de los
30 dias anteriores a la fecha de
dicha eleccion.
Todos los candidates deben
agregar para que la solicited
sea archivada, el acta notarial
de lealtad como lo require el
Articulo 6.02 del Codigo

otros materiales de votacion
necesarios para dicha eleccion.
7. Inmediatamente despues
de haberse contado los votos,
los oficiales a cargo de dicha
eleccion deberan completar y
entregar los resultados de dicha
eleccion y ejecutar todos los
deberes como esta provisto por
el Codigo Electoral.
8. El Consejo de Ad-
ministradores dara aviso de
dicha eleccion, y esta com-
binacion de Orden de Eleccion y
Aviso servira como Aviso de
dicha eleccion. Al Presidente
del Consejo de Administradores
se le autoriza y ordena por la
presente a colocar o causar que
se coloque dicha combinacion
de Orden de Eleccion y Aviso en
tres lugares publicos en donde
se acostumbra colocar avisos
en este distrito escolar,
llevandose a cabo dicha
colocacion por lo menos 20 dias
anteriores a la fecha de dicha
eleccion.
El Presidente tambien
causara que una copia de esta
combinacion de Orden de
Eleccion y Aviso sea publicada
una vez en un periodico de
circulacion general en el
condado donde se encuentra
este distrito escolar. Dicha
publicacion se hara no mas de
30 dias ni menos de 10 dias
anteriores a la fecha de dicha
eleccion.
Ademas se encuentra y
determina que (Te acuerdo con
una orden del Consejo de Ad-
ministradores, el Secretario
coloco aviso escrito de la fecha,
lugar y proposito de esta junta
en la tablilla de avisos situada
en la oficina central ad-
ministrativa de este distrito
escolar, un lugar conveniente y
facilmente accesible al publico
en general, y dicho aviso,
habiendose colocado en esta
forma, permanecio colocado
por lo menos 72 horas an-
teriores a la hora programada
para dicha junta.
Ademas se encuentra y
determina que de acuerdo con
una orden del Consejo de Ad-
ministradores, el Secretario
proporciono aviso de la fecha,
lugar y proposito de esta junta
al secretario del condado,
Condado de Starr, Texas, el

mayor numero, sino es que

NOTICE
THE STATE OF TEXAS
COUNTY OF STARR
On this the 16th day of
February, 1977, the Board of
Trustees of Independent School
District convened in session,
open to the public, with the
following members present, to-
wit: Baldemar A. Chapa,
President; Martin S. Volpe, Bill
Best, Noe Perez and the
following absent: Virgilio H.
Guerra and Homero Ramirez,
constituting a quorum and
among other proceedings had
by said Board of Trustees was
the following:
WHEREAS, the term of office
of two (2) members of the
Board of Trustees of this School
District will expire on the first
Saturday in April, 1977, said
first Saturday being April 2nd,
1977, and on said date a trustee
election will be held in suirt
School District.
WHEREAS, it is necessary
for this Board to pass an order
establishing the procedure for
filing for and conducting said
trustee election;
THEREFORE, BE IT OR-
DERED BY THE BOARD OF
TRUSTEES OF ROMA IN-
DEPENDENT SCHOOL
DISTRICT:
1. That an election be held in
said School District on April
2nd., 1977, for the purpose of
electing to the Board of
Trustees of said School District
two (2) Trustees for full terms.
2. That all requests by can-
didates to have their names
placed upon the ballot for the
above mentioned election shall
be in writing and signed by the
candidate and filed with the
secretary of the Board of
Trustees at the superin-
tendent's office not later than 30
days prior to the date of said
election.
All candidates shall file with
said application the loyalty
affidavit required by Art. 6.02 of
the Election Code.
The Secretary of this Board of
Trustees shall post on the
bulletin board in the building
where the Board of Trustees
meets the names of all can-
didates that have filed their
applications in accordance with
the terms and provisions of this
Order, and said Secretary shall
otherwise comply with the
terms and provisions of Art.
13.32 of the Election Code.
3. That said election shall be
held at the following places, and
the following named persoas
are hereby appointed officers
for said election:
(a) At Manuel Guerra
School Building, in Roma,
Texas, in said School District,
with Alonzo H. Alvarez as
Presiding Judge Jose Roberto
Garcia as Alternate Presiding
Judge and Eleuterio Garza and
Roel A. Saenz, C'ciks.
The polls at the above
designated polling places shall
on election day be open from
7:00 o'clock a.m. to 7:00 o'clock
p.m.
4. Anastacio Alaniz is hereby
appointed Clerk for absentee
voting, and Agaita M. Garcia
and Carolina Guerra are hereby
appointed Deputy Clerks for
absentee voting. The absentee
voting for the above designated
election shall be held at Roma
Independent School District
Tax Assessor and Collector's
Office within the boundaries of
the above named School
District and said place of ab-
sentee voting shall remain open
for at least eight hours on each
day for absentee voting which is
not a Saturday, a Sunday, or an
official State holiday, beginning
on the 20th day and continuing
through the 4th day preceding
the date of said election. Said
place of voting shall remain
open between the hours of 8:30
a.m. and 4:30 p.m. on each day
for said absentee voting. The
above described place for
absentee voting is also the
absentee Clerk's mailing ad-
dress to which ballot ap-
plications and ballots voted by
mail shall be sent.
6. The manner of holding said
election shall be governed, as
nearly as may be, by the
Election Code of this state, and
this Board of Trustees will
furnish all necessary ballots
and other election supplies
requisite to said election.
7. Immediately after the
votes have been counted, the
officers holding said election
shall make and deliver the
returns of said election and
perform ail other duties as
provided by the Election Code.
8. The Board of Trustees shall
give notice of said election, and
this combined E'ection Order
and Notice shall serve as Notice
for said election. The President
of the Board of Trustees is
hereby authorized and in-
structed to post or cause to have
posted said combined Election
Order and Notice at three
public places where notices are
customarily posted in this
school district, and said posting
shall be made at least 20 days
before the date of said election.
The President shall also
cause a copy of this combined
Election Order and Notice to be
published one time in a
newspaper of general cir-
culation in the county where
this school district is located.
Said publication shall be not
more than 30 days nor less than
10 days before the date of said
election.
It is further found and
determined that in accordance
with an order of the Board of
Trustees, the Secretary posted
written notice of the date, place
and subject of this meeting on
the bulletin board located in the
central administrative office of
this school district, a place
convenient and readily ac-
cessible to the general public,
and said notice, having been so
posted, remained posted for at
least 72 hours preceding the
scheduled time of said meeting.
It is further found and
determined that in accordance
with an order of the Board of
Trustees, the Secretary fur-
nished a notice of the date,
place and subject of this
meeting to the county clerk of
Starr County, Texas, the county
in which most, if not all, of this
school district's pupils reside.
The above order being read, it
was moved and seconded that
the same do pass. Thereupon,
the question being called for,
the following members of the
Board voted AYE: Baldemar A.
Chapa, Martin S. Volpe, Noe
Perez, Bill Best, and the
following voted NO: None

EDIN BURG-Michael Ed-
wards' shooting, Henry
Taylor's rebounding and John
Wil banks' play-making
provided much of the punch
that enabled Pan American
University to finish its
basketball season 17-9.
Edwards averaged 20.3 points
per game. The 6-foot-4 guard
from Goldsboro, N.C.,
nicknamed "Byrd," made 81.7
per cent of his free throws to
rank third on Pan Am's all-time
list behind Marshall Rogers
V84.5) and Jim Board (82.4).
Taylor muscled down 11.4
rebounds per game-enough,
probably, to rank him among
the nation's top 40 major-
college rebounders when the
final statistics come out. The 6-
foot-5 center from Hobbs, N.M.,
also topped Pan Am's regulars
in field-goal percentage, at 54.3
per cent.
Wilbanks, a 6-foot guard from
Atlanta, Ga., passed to his
teammates crisply and often for
a record 311 assists. His total

The Broncr stuck with an all-
junior starting lineup and the
same five men began all 26
games. All five averaged in
double figures. Besides Ed-
wards at 20.3, Taylor scored
19.2, Randy Woods 15.5, Billy
Bolts 11.9 and Wilbanks 10.3.
Coach Bill White kept the
Broncs playing zone defense
almost all season and that paid
off statistically. Although
outrebounded, 45.2 to 43.3, and
outscored by 11 field goals, the
Broncs made 121 more free th-
rows than their opponents and
fouled 106 fewer times.
Pan Am averaged 83.9 points
and gave up 80. i. The l>oncs
upset North Texas State which
finished 21-6> twice, and held
NTSU to its two lowest scores of
the year, 72 and 74.

JUNIOR MISS CONTESTANT-Yvonne Rodriguez, daughter
of Mr. and Mrs. Jose H. Rodriguez of Santa Elena, won first
place in the Jiffy Pattern Contest sponsored by Simplicty at the
Texas Junior Miss Contest held recently in New Braunfels. The
43 outstanding high school girls competing for the title of Texas
Junior Miss took part in the "Express Yourself in a Jiffy"
contest, in which each girl made an outfit using a Simplicty Jiffy
p; item to which she added her own decorative touches and
personalizations The excellent embroidering on Miss
Rodriguez's outfit helped her win first place and the $100.00
prize She also won the top prize in the Scholastic Award
Program for a $1,600.00 college scholarship. A senior at San
Isidro High School, Yvonne plans to attend Texas A&I
University and study Clothing and Textile Merchandising. Of
the contest. Miss Rodriguez, who was the 1976 Starr County
Youth Fair Queen and is the present Miss Starr County,
remarked, It was a lot of fun and a lot of work. I.met a lot of
people, and it was really a good experience."
New Mirasol
Director Named
Howard Muehlberger, 41, of
Edinburg is the newly ap-
pointed executive director of
Casa Mirasol near Mission.
Muehlberger was appointed
by the Casa Mirasol Board of
Directors and succeeds Fr.
Jerry Frank of McAllen.
Muehlberger served for three
years as a division director for
the Mental Health and Mental
Retaration Center in Edinburg.
He received his B.S. and M.S.
from Louisiana State
University after having served
with the United States Army in
1955-56.
Muehlberger said his new
position, which became ef-
fective Mar. 1, "is a real
challenge. Teenagers are
difficult to work with and with
problems they are a little more
difficult,"
Muehlberger added that,
The facility and program is
needed and has been needed in
the Valley. I am really looking
forward to working here and
making the program effective."
Casa Mirasol is a residential
facility for troubled youth. It
has the capacity for 20
juveniles. Youths admitted
there are usually between 11-17
year old and, according to
Muehlberger, the majority,
about 75 per centy, are juvenile-
s from Hidalgo County.
The facility is funded through
grants from the Criminal

warned Pan American Uni-
versity officials Tuesday that
Texas state colleges and uni-
versity not only may not get
what money they want but they
may not get all the legislature
wants to give them.

appropriations "we are already
$502 million in the hole, and the
governor says no new taxes."
Schilling was asked if he
could "live" with the gover-
nor's recommendations for Pan
American which are $6.6 mil-
lion lower than the I.BB figures.
"No, sir," he replied. "We
think Pan American is the most
economical and most efficiently
operated institution in Texas.
The state gets more return for
the money spent than anywhere
else."
He said Pan American now
has 9,200 students, an eight per
cent growth from last year, and
they expect another eight per
cent next year.
"We are only a generation
away from the migrant worker
students," he said, "and by 1980
you will have 12,000 students."
Schilling said Pan American
was satisfied with the LBB rec-
ommendations of $14.7 million
one year and $15.2 million the
next.

groups. Muehlberger said the
home also had close working
relations with the Juvenile
Probation Department.
Muehlberger and his wile,
I.ydia, live in Edinburg and
have two children, Stella and
Eric. Muehlberger is a social
worker and a licensed
psychotherapist and has a
small private practice in
Edinburg.

Declines
January's unemployment
rate dropped one tenth of one
percentage point from the
previous month in the Edin-
burg-McAllen-Pharr Standard
Metropolitan Statistical Area
The rate for unemployment
was listed at 117 per cent
compared to 11 8 for December,
1976, according to statistics
released by the Texas Em-
ployment Commission
However, the jobless rate is still
several points above the state
and national average, between
7-8 per cent.
Unemployment here at mid-
January was estimated at 9,950
This represents a decrease in
the estimates of the jobless of
190 from the mid-December
level. A further comparison
places the unemployed 950
above the estimate for the same
period one year ago and with a
ratio of 10.9 per cent.
The decrease is unem-
ployment from one month te the
next was attributable to a slight
reduction in the estimate of the
unemployed and a decline of 320
in the estimated total em-
ployed.
Among the major industry
groups, mild increases were
noted by agriculture and the
combined total of the non-
manufacturing group. These
gains, according to the TEC
report, were easily absored by a
substantial decrease by
rnaufacturing. Among the
segments, the notable decrease
was registered by food and
kindred products, with a
reduction of 1,070.
Unemployment was lower in
January, 1976 as the rate then
was 10.9 per cent.
Steel is iron mixed with car-
bon to make it very tough and
durable. Pig iron is crude iron
as it comes from the blast fur-
nace.
