Starr County receives first substantial rain in months

The Rio Grande City CISD campus principals were recognized during the Still Standing
Proud and Free General Assembly held for all educators in initiating the 2009-2010 school
year. The principals were presented with plaques lor their I exas Education Agent)

F ree was the theme for the
General Assembly for all
educators kicking off the
2009-2010 school year.
Mrs. Olga Smedley, John
and Olive H i n o j o s a
Elementary Principal, was
the Mistress of Ceremonies
for this event.
The patriotic decor which
adorned the auditorium set a
mood of patriotism and
prepared everyone for the
expectations of the year.
The Rio Grande City High
School J ROTC cadets
conducted the Presentation
of Colors which filled
everyone with joy and pride.

Expo on Sept. 16

First RGC Art Walk
scheduled Sept. 12
La Borde House will
participate in the first ever
Rio Grande City Art Walk.
The event entitled "Una
Noche en el Pueblo" will
encompass the RGC
downtown district between
East Britton Ave. and La
Borde House (East Garza
St.). The evening will be the
first of its kind in a city that
is continuing to grow its
entertainment venue while
increasing awareness to its
historical significance. The
event will be free of charge.
The event is scheduled to
take place on Saturday, Sept.
12 from 6 to 10 p.m.
Built in the late 18th
Century. La Borde House
was entered into the
National Register of Historic
Places in 1980. It housed
soldiers during the civil war
and first Lady Claudia
"l.adv Bird" Johnson while
on a campaign tour through
Texas during the early
1960's. Its popular Red
Room continues to create
controversy with stories of
ghosts v isiting guests during
the niuht
Most of Starr County
experienced its most
significant rains in almost a
year as heavy rains dropped I
to 4 inches over much of the
area in a rainstorm early
Friday evening.
The immediate Rio Grande
City area received 1 1/2 to 2
1/2 inches of rain from
Friday night's storm, which
began shortly before 7 p.m.
and continued at a torrential
pace until shortly before 8
p.m. Light to moderate rain
continued over most of the
next two to three hours.
KRGV-Channel Five
reported that Doppler Radar
estimates revealed that Roma
and areas to that city's north
and west probably received 2
to 4 inches from the same
storm.
Earlier, the Rio Grande
City area received close to an
inch of rain from showers
that fell Saturday, Aug. 29;
Sunday, Aug. 30; Tuesday,
Sept. 1; and Wednesday,
Sept. 2, with most of the
moisture tailing on Sunday
evening, Aug. 30.
The Rio Grande City Fire
Department recorded 1.50
inches from the storm on
Friday evening, Sept. 4. The
Fire Department recorded
1.03 inches from the earlier
rainfall, with the following
daily amounts: Saturday,
Aug. 29- .10 inch;
Sunday, Aug. 30- .75
inch; Tuesday, Sept. 1 -
.15 inch; Wednesday,
Sept. 2- .03 inch
Dr. Roberto S. Margo
indicated that 1.80 inches fell
at his Rio Grande City clinic
in the Sept. 4 storm. He
declared that the clinic
registered .50 inch from the
earlier rains.
Margo noted that over 3
inches fell at his ranch in
northern Starr County on
Aug. 29-30 and Sept. 1-2,
with .30 inch falling Sept.
4.
Margo emphasized, "It (the
recent rain) has been a
tremendous help to the
pastures."
Bob Alderman, who lives
in western Rio Grande City,
reported that his rain gauge
registered 2.10 inches on
Sept. 4 In the earlier rainy
period. Alderman recorded
10 inch on Aug. 29 and .52
inch on Aug. 30.
The rains over the past
nine days were the first of
significance for Starr
County since early June in a
few cases and late May in
most cases.
Former sheriff sentenced
to 64-month prison term
Mr. Pablo Martinez,
Principal of Grulla Middle
School, welcomed all
educators to a TEA
Recognized District. "We
have remained true to our
students," said Martinez
during his address. Mr.
Basilio D ViIlarreal, Jr.,
RGCCISD Board President,
welcomed everyone to the
new school year. "Welcome
champions to the best
district in the state and to a
recognized district by TEA
back to back to back to
back," said Villarreal . He
commended everyone for the
achievements that have been
accomplished thus far and
encouraged them to continue
down the path to greatness.
"The sky is the limit - let's
go for it," he continued.
Educators were also
presented with a special
video presentation in which
several school
administrators, members of
the board, Rio Grande City
Commissioners, Starr
County Sheriff and Coach
Nacho welcomed all
RGCCISD Staff to a new
school year. Mr. Gilberto
Garcia, Assistant
Superintendent, presented
the Educators of the year
Mrs. Nydia Mayeux and
Mrs. Elvia Garcia with a
token of appreciation for
their hard work and
dedication. Mrs. Josie
Guerra, Assistant
Superintendent, presented
Recognized Plaques to all of
the principals in the district
to commemorate the
Recognized or Exemplary
status obtained by their

Former Starr County
Sheriff Reymundo Guerra
was sentenced to 64 months
imprisonment on a daig
conspiracy charge in U.S.
District Court proceedings in
McAllen on Thursday. Aug.
27.
The sentence was handed
down by U.S. District Judge
Randy Crane of McAllen In
addition to the 64-month
prison term. Crane directed
that Guerra also serve a four-
year term of supervised
release, a form of probation
with rigorous conditions,
alter he is released from
prison.
Guerra has been allowed to
remain free on bond until
Sept 28. 2009. when he
must surrender to the U.S.
Marshals Service to start
serving his sentence, which
will not include the
possibility of parole.
Guerra's attorney, Philip
Milder of Houston, told The
Rio Grande Herald on F'rida..
Sept. 4. "1 think it was a fair
disposition. The sheriff is
remorseful for his actions
and is repentant and
determined to move on.
There is no parole in any
case involved in the federal
system."
Hilder continued. "He
wants to right his mistakes
and move on with his life.
He's sorry for the pain he's
caused his family, friends arid
constituents."
Guerra pleaded guilty to a
drug trafficking conspiracy
charge on May 1, 2009. He
is one of 27 individuals
named and charged with
various drug trafficking
and/or money laundering
offenses alleged in a
superseding indictment
returned on Oct. 8, 2008. Of
these 27 defendants, a total
of 20, including Guerra,
have pleaded guilty to one
or more counts of the
indictment.
The U.S. Attorney's
Office in Houston stated,
"On May 1. 2009, at a
rearraignment hearing,
Guerra admitted that since at
least January 2007 he
provided information he
learned in his position as
sheriff to enable Jose Carlos
Hinojosa and his drug
trafficking associates to
avoid investigation and
possible arrest and to hasten
their release if they were
arrested. If Guerra knew or
anticipated there might be
increased law enforcement
activity in the area of Starr
County, Guerra would warn
Hinojosa. Guerra also forced
closure of a case associated
with one of Hinojosa's
associates."
The Houston office added
"On at least one occasion,
Guerra knowingly gave a
false document to
investigators to deflect
suspicion from one of
Hinojosa's associates. Guerra
also assisted Hinojosa to
learn of information leading
to searches of stash locations
and residences and/or seizures
of controlled substances.
Through his actions, Guerra
helped Hinojosa and his
associates to continue to
engage in drug trafficking
activities in Starr County In

and protection, Guerra was

RGCCISD's first day of school deemed a success. Students beamed with excitement as thev
were greeted by teachers and administrators. Cheerful sounds filled the halls as students
walked to classes determined to take new knowledge to new heights. Some students could
not wait any longer and took out their pencils and crayons in anticipation of the classwork
that would be assigned. Rio Grande City CISD has been rated as "Recognized" district by
the Texas Education Agency three years in a row and our students are to be commended.
