Injected Into the Mexican situation to-
day several new phases to occupy the
attention of official ashlngton
The laat conference of the South I
American ruedlatora waa held during
the day and later one of the envoys.
Ambassador I Jo Gama departed for
N ta ga ra Fal la. Th a lat eat word t o
the stale department from the Muer
de lega tes was that they wriuld
reach Key Went tonight and would
arrive In time f"r the opening of the
conference.
Full or Tmnplco.
Interest hud Hhlfted. however from
the preparation for the mediation to
dispatches confirming tle fall of
Tnmpleo and the vigorous prosecu-
tlon by the consttltttlonállata ot their
ca m i i.i lgn south ward.
The American government has
already begun representations to the
constitutionalists to procure protec-
tion for Americans and other foreign
operatives returning to the oil wells.
American warships have' gone up th
l'anuco rjver to their old stations be-
fore the' town.
Two led era I (unboaLa.
At thevmouth of th river are the
two federal gunboats with a part of
fbw federas) garrison. The cáptalos
of the ahlps have aaked for an Inter-
view with Hear Admiral Mayo which
wan granted hut its purpose has not
been divulged.
Dlscimslon today centered chiefly
on the qiiestlon of shipping anna and
ammunition through Tampico. The
tfonntilutlonalists are Bhort of ammu-
nition and- are certain to avail them-
selves of their first seaport to ship
war supplies Into the Interior for the
campaign against Mexico City.
May Attempt Blockade.
Th e presence of the 1 1 uert a gu n -"boatsMn
Tampico harbor after the
evacuation by tho federal troops has
led to the conjecture that they arc
to be used to blockade the port for
the constitutionalists. It Is believed
that it is with the purpose of learn-
ing whether Admiral Mayo would
respect such a blorkade that the
commanders of the federal gunboats
asked for a conference. Although
disinclined to pass upon a hypothet
ical question International experts
agree that so long as the federal com-
manders are able to make thla block-
ade really effective It must be re-
spected by foreign shipping.
The Ijobos island lighthouse Inci-
dent is considered eloped by the state
department.
SlKits From Mexican Vessel.
It was a Mexican not a Norwegian
vessel from which shots were fired
against Americans at Vera "ruz. for
which incident five South Americans
were arrested according to a report
from General l-'unston to Secretary
Garrison today. The case atlll is
under Investigation.
No replies were received at the
state department during the day to
the demanda for information concern-
ing John H. Rllliman. the miming
American vice-consul at Saltillo and
Bamuel Parks the American orderly
reported executed by federals near
Vera Crux.
Secretary Bryan baa given much
attention to the status of the foreign
oil operatives In the country sur-
rounding Tampico. The British am-
bassador Sir Cecil Bpring-Klce and
Mr. Van Kappard. the Netherlands'
minister after a conference at the
state depart rnant exprened their
satisfaction at The outcome of the
meeting
American Veaaels Return.
Although Admiral Mayo has re
turned with his fleet to the shelter
of the Panuco river It waa made
plain that he was not to land any
marines or any sailors or anert any
authority over TamDlco.
Another phase of the complicated
situation that attracted much atten-
tion was' the embarramment which
success brings to the constitutionalists
In the form of demands for compen
nation for losses to foreigners within
their sphere of Influence which the
foreign governments are prenlng with
Increasing force the further the con
stitutionalists establish themselves as
responsible masters of northern
Mexico.
Spanish Cotton Claim
The Bpanlshi ambassador called at
the state department to see what may
be done for 800 Spaniards ejected by
the constltulbnallsts from Torreón.
He also has a hill to present for $20-
000000 worth of Spanish owned cot-
ton alleged to have been confiscated
by the constitutionalists at Torreón.
"Forced loans" upon foreigners In
Mexico furnish further hasta for
strong diplomatic representations the
naarel Genersl Carranxa comes to
establishing a government to which
representations can be addressed with
prospect or success.

The effect upon Huertas forces and

Huerta sent orders to General Pena

Huerta m action in placing Pena and

Haste From the Final Onslaught of the Victors.
By the Associated Press.
Washington May 14. First details of the fall of Tampico late
Wednesday were received today in dispatches to the navy depart-
ment and to the constitutionalist agents. The total killed is placed
at 300.
The final assault on the city according to official advices began
Monday night when ten cannon and fourteen machine guns were
wheeled into position on the northern outskirts of the stronghold.
From that time until the 2000 men in the federal garrison under
General Zaragoza fled under cover of a downpour of rain the roar
of the cannon was almost continuous.
