Fourth Class.—All mailable matter not included in the three
preceding classes which is so prepared as to be easily withdrawn from
the wrapper and examined, or which is not in its form or mature liable
to destroy, deface or otherwise damage the contents of the mail bag,
or harm the person of any one engaged in the postal service and not
above weight provided by law. Hate, one cent per ounce or fraction
thereof. Limit of weight four pounds. Full prepayment compulsory.
RATES OF POSTAGE TO C ANADA.
[The Dominion of Canada embraces all British North American
Provinces except Newfoundland. |
Letters and Postal Cards.—Same rate and conditions of prepay-
ment as for domestic letters and postal cards.
Other Matters.—Articles of every kind or nature which are admit-
ted to the domestic mails of either country, will be admitted under
the same conditions to the mails exchanged between the two countries,
except that articles other than letters in their usual and ordinary
forms are excluded from the mails, unless they are so wrapped or en-
closed as to permit their contents to be easily examined by postmasters
or custom officers; and except, also, the following articles, the trans-
mission of which is absolutely prohibited under any circumstances,
viz: Sealed packages, which, from their form and general appearance,
evidently are not letters, and are not wrapped or enclosed as above
required; publications which violate the copyright laws of the coun-
try of destination; packets (except single volumes of printed books
and packages of second-class matter) which exceeds four pounds, six
ounces in weight; poisons, explosives or live or dead (not dried) ani-
mals, insects or reptiles, confections, inflammable material, fatty sub-
stances or those which easily liquefy; pastes, fruits and vegetables
which quickly decompose; substances which exhale a bad odor; lottery
tickets or circulars and newspapers containing advertisements of lot-
teries, Police Gazettes; all obscene or immoral articles, and other ar-
