standardized surface texture applied to, or
built into, walking surfaces or other ele-
ments to warn visually impaired people of

pathway with a prepared surface having a
slope no greater than 1:20 (5.0%) intended

(d) Scope and application: mini-
mum requirements.
(1) General.
(A) Appropriate number and
location. The guidelines for determining the
appropriate numbers contained in this sec-tion are considered minimal and the com-
mission shall have the authority to make
adjustments when it is determined that the
guidelines would cause the numbers or lo-
cations to be eiete insufficient or excessive
to adequately meet thie needs of mobility
impairedd people bascd en the nature, use,
and othor circuvast nces of any particular
building or facility. In deternining the ap-
inopriate number and location of a particu-
lar element, space, or fixture in a building
or facility, the following factors shall be
considered:
(i) population to be
served;
(ii) availability to the
user;
(iii) location relative to
distance and time;
(iv) location relative to
isolation or separation;
(v) function of the build-
ing or facility, and
(vi) equal treatment and
opportunity.
(I) Mounting heights for
children. When children under high school
age are the primary users of a building or
facility, such as an elementary or middle
mounting heights of various elements, fix-
tures, and equipment, shall be adjusted to
neet the needs of the age group that the
facility is to serve. The fixtures and equip-
ment listed in Table (d)i shall comply with
the corresponding requirements.Table (d) 1
