Students learn about conservation,
water cycle at Playa Lakes Festival
The first Playa Lakes Festival held here July
18-20 was a huge success, according to Economic
Development Director Re me lie Farrar, with 29
students attending. Participants came In mi Ca-
nadian. Stinnett, Stratford, Claude, Goodnight
and Higgins.
The students spent three days learning about
the High Plains water cycle, "how it's all tied to-
gether, where water comes from, where it goes
and what affects it," Farrar said.
The students visited Wolf Creek where they
dug their own clay out of the river bank and
learned about the ecosystems there. They also
made clay pottery and fired their pottery with
the help of Debby Opdyke from Lipscomb. They
also visited a playa lake where they identified
different types of plants, wildlife and weeds, and
what birds and wildlife that area provides habi-
tation for, Farrar said. Luke Lewis with Texas
Prairie Rivers Region and Bob Rogers wildlife
technician with the Gene Howe Wildlife Man-
agement Area helped with this aspect of the fes-
tival.
Students learned that playas are the major
source of recharge for the Ogallala Aquifer, and
toured the headwaters of the Washita River.
Mike Arrington gave a tour of his ranch
and explained different conservation efforts by
landowners to enhanee regrowth of cottonwood
trees and native grasses along water ways, and
to improve water quality.
Participants, adults included, learned from
Hemphill County Underground Water Conser-
vation District Director Janet Guthrie how wa-
ter available for recapture, or use, is measured
and about how the HCUWCD is developing rec-
ommendation for water use and conservation.
John DeSha gave a tour of the City's water
treatment plant and explained to students about
the reuse ofwater.
"It was a fantastic, really, really good pro-
gram," Farrar said. "The kids loved it. It's a
great experience and everybody who was there
learned something."
Students were charged with taking photo-
graphs with assistance from wildlife photogra-
pher Dick Wilberforee, and writing their expe-
riences each day in a journal using essays and
poems to describe what they learned and saw.
Andy Wilkerson directed the students in cre-
ative writing and with their journal entries.
Everything the students wrote and pho-
tographs from the festival will be sent to the
Southwest Collection at Texas Tech University
where it will be a permanent part of history. Jim
Steiert and Rhonda Artho, experts from Texas
Tech, also were instructors at the festival.
Darryl Birkenfield directed the entire three-
day event.

This notice concerns 2005 property tax rates for HEMPHILL COUNTY HOSPITAL.

used to determine property taxes last year. This year's effective tax rate would impose the same

rate is the highest tax rate the taxing unit can set before taxpayers can start tax rollback
