MEMORIAL-C. H. CAVNESS
H. C. R. No. 6
WHEREAS, Throughout the history of the State of Texas, rarely has
there been a longer, more distinguished record of service than that
amassed by C. H. Cavness during his 26 years as the State Auditor of
Texas; and
WHEREAS, The community of Austin and the entire State of Texas
lost an outstanding leader and dedicated official with the death of Charles
Hubert Cavness on September 26, 1971; and
WHEREAS, A man deeply interested in promoting the welfare of the
young people of Texas by increasing funds available for education, C. H.
Cavness proposed in the early 1960's a plan for helping finance public
schools by diverting the state's lease money and mineral royalties from the
permanent school fund to.the available school fund; and
WHEREAS, This proposal, called the "Cavness Plan" in his honor, has
been recognized and considered by the Texas Legislature on several oc-
casions, the last time as recently as 1971 when it was incorporated in the
governor's budget message; and
WHEREAS, Mr. Cavness' judgment was regarded in such high esteem
by the Legislative Audit Committee that on his recommendation, his first
assistant, George W. McNeil, was appointed to succeed him; Mr. Cavness,
himself, was elected to the honorary position of "Auditor Emeritus" on his
retirement in 1968; and
WHEREAS, Although he devoted almost superhuman energies to the
duties of his office, C. H. Cavness still found time to be active in many
church, social, and fraternal organizations: his activities included mem-
bership in the First Baptist Church of Austin; Austin Lodge No. 12,
A. F. & A. M., Ben Hur Temple, York Rite Bodies and Scottish Rite Bodies,
in which he held an honorary KCCH degree; the Austin Kiwanis Club;
the American Institute of Public Accountants; and the Texas Society of
Certified Public Accountants; and
WHEREAS, He is survived by his wife, Mrs. Addie Cavness; a daugh-
ter, Mrs. Robert C. Walker of Lubbock; three sons, State Representative
Don Cavness of Austin, Bill Cavness of Boston, Massachusetts, and Joe
Cavness of Houston; a brother, Dr. R. M. Cavness of San Angelo; two
sisters, Mrs. T. H. Knighton of Canyon and Mrs. Hubert Esse of Corpus
Christi; and 11 grandchildren; now, therefore, be it
RESOLVED by the House of Representatives of the State of Texas,
the Senate concurring, That the 62nd Legislature, 2nd Called Session,
formally recognize the many accomplishments and contributions to state
government of C. H. Cavness during his long tenure as state auditor, and
profess its deepest sympathies to his family on their great loss; and, be it
further
RESOLVED, That official copies of this Resolution be prepared for
his immediate family in token of the respect of the Texas Legislature and
all the people of this state for Charles Hubert Cavness, a man whose
ability and devotion to duty stand high in the annals of Texas state gov-
ernment.
