for heating and bending iron plates.
The Nail Mills at Wheeling, West
Virginia, manufactured 650,000 kegs
of nails last year.
An International Exhibition is to
be held at Cordova, Argentine Re
pnblio, upon the 15th October of this
year. Exhibits sent to the port of
Rosario, will be conveyed free of
charge, all customs duties included—
to Exhibition Building. All inven-
tions appertaining to agriculture, min-
ing and machinery, are in great re-
quest by the Argentines.

clear and effective in the enforcement
of the cardinal features of his first
great argument. The attempts of *
few journalists, and of politicians
who are fairly represented by Oederal
Butler, to ostracise a man with Mr.
Dawes's character and reoordj ben
cause he dares to criticise departmen-
tal estimates and to demand for the
people the relief which reduced ex
penditurea and reduced taxation
alone oan give, is as indecent as it is
impolitic. The country heartily sus-
tains Mr. Dawes, and wishes tbat
more were like hi in in both Houses.

The steamship W. tt. Hewea, Capt.
Tripp, came up on tbe lowest tide of
the season, until she approached near
the wharf, when she groanded and
was delayed for twenty-four hours.
The dredge boat is hard at work,
throwing ont eight hundred tons of
earth per day, within two hundred
yards of where the Hewes struok,
and within tbe next ten days will re
move the only obstacle to tbe naviga-
tion ot this bay for the heaviest class
vessels on the lowest tides.
We have tbe most reliable assur-
ances that we shall soon have regular

The Dilemma of Reconstruc-
tion.—Southern States are required
to ratify the 15th ameodment as a
condition of restoration to tbe Union.
As they could not be trusted to come
in and then ratify it, they ratified
first and then came in. Tbey were,
therefore, not in tbe Union when they
acted on the constitution, *or else
they we're never out of the Union.
Either, then, all the reconstruction
laws of Congress are invalid, or these
Southern ratifications of the 15th
amendment are invalid. If tbe States
were in the Union there was no need
to admit them, and if they were not
in tbe Union they could not partici-
pate in making laws for States tbat
are in.—N. Y. Herald.
Judge Hoar having been rejeoted
by the Senate, President Grant has
nominated Messrs. Bradley, of New
Jersey, and Strong, of Pennsylvania,
to fill tbe vacancies. This excludes
all Southern applicants for the Su
preoe Bench.
