emergency basis due to the necessity of having an organized
means of assuring the safety of students and staff in coopera-
tion with the Department of Public Safety when a hostage is
taken at a training school.
This section is adopted under the authority of Human
Resources Code, Chapter 61.
81.198 1203.01.13.010). Taking of Hostages.
, (a) Policy. This policy is designed to manage a situa-
tion in which a hostage is taken at a training school.
(b) Procedures.
(1) Initial response if a hostage is taken:
(A) no hostage will have administrative or super-
visory authority during the time he is held captive;
(B) the superintendent or his designee will sum-
mon all available staff;
(C) the employee who has the best rapport with the
Hostage taker should attempt to negotiate release.
(2) Notification of the Department of Public Safety.
If the superintendent or his designee determines the hostage
is in imminent personal danger, he will immediately call the
local Department of Public Safety (DPS) and request assis-
