November has been named Environmental Em
phasis Month at Ft. Hood and along with that month
Ft. Hood has volunteered its services to aid the local
community in cleaning up its cities. The one day
operation has been named "Operation Helping Han-
d."
The operation which may involve up to 13000 men
from Ft. Hood is designed to help the cities of Cop
peras Cove Harker Heights and Killeen in picking up
trash within the city limits. The Ft. Hood personnel
will be aided from various civic organizations and
students from the cities' high schools.
Copperas Cove has been assigned to the 1st Cav.
Div. as an area of responsibility. Approximately ..
men from the 1st 2nd and 3rd Brigades and the Div.
Arty have been assigned to give a helping hand. The
division's support command will provide any needed
assistance to the four units. Copperas Cove has been
divided into four sections to facilitate easier cleaning.
The 13th Spt. Bde. will provide about 2000 men
from each of its battalions in the area clean-up in
Harker Heights.
Killeen the largest of the three cities has been
divided into five sections for the clean up and will be
helped by the 2nd Armd. Div. Approximately 5000 to
6000 men from the 1st 2nd and 3rd Brigades
Div. Arty and the Div. Spt. Com. will be assigned to
clean up the five different sections.
The operation will get under way during the mor
ning hours of November 19 and will continue until the
8th & Ave.

To All Ft. Hood Personnel:
The month of November is proclaimed Ft. Hood Environ
mental Emphasis Month. During November a maximum
number of programs and projects will be initiated to improve
our environment and beautify our surroundings. A strong
campaign to eliminate existing litter will be initiated and
a one-month pilot program will be conducted to collect pro
cess and sell our recyclable waste.
Enhancement of our natural environment and preservation
of our natural resources have become a national concern.
We must dedicate oursleves to using not abusing our natural
environment. Your active participation in environmental
month activities is urged. It is up to each of us to do his
part.

late afternoon or until early evening depending upon
how smoothly it has run.
Besides assistance from various civic organizations
and high school students the troops will be assisted
by the cities' police and maintenance crews. Both
will provide radio communications if more units need
to be dispatched to a certain area. The cities have
asked the counties and the state highway department
to assist in mowing along Highway 190 and along
farm to market roads 440 469 and 2410.
The units from Ft. Hood will break up into platoon
size organizations during the clean up and utilize the
chain of command with radio assistance. Trucks
from Ft. Hood and the cities will be utilized during
the operation. Heavy equipment support will be
needed in some areas such as sanitary land fills.
The Copperas Cove and Killeen-Harker Heights
Chambers of Commerce will be sending out notices to
area merchants to assist in the clean up. This
assistance will come in the form of merchants
gathering up their trash into one area and into con
tainers. The Chambers of Commerce have also
nated specific areas such as Nolan Creek
drainage areas that will require special attention.
Various ladies' clubs from the cities will provide
the troops with hot coffee and snacks during
"Operation Helping Hand".
On November 5 a Ft. Hood official will meet with a
joint council of city clubs to brief them as to the
assistance that will be provided during the operation.

A concentrated program of
awareness and action has
been formulated for Ft. Hood
with full implementation of
the project slated for Novem
ber 1.
During this month respon
sibilities for selected environ-
mental management
programs will be assigned to
units activities and residents
of Ft. Hood. Prior to this
such responsibilities were
normally handled by the
Directorate of Facilities
Engineering (DFE) or by
units or individuals on a
voluntary basis.
The November program is
aimed at offering an oppor
tunity for Ft. Hood units and
personnel to engage in
meaningful participation in
the post environment and
ecology program and at the
same time provide long
range information for con
tinuing efforts of ecological
control.
Ft. Hood personnel will be
kept informed as to the
progress of the program and
the different phases or
projects being conducted.
Foal Photo Contest
As a part of the public
awareness segment of the
program a Foul Photo Con
test will be conducted. The
winner of this contest must
do something that might
prove confusing to many
however.
The worst picture will win.
This does not mean that an
individual must bring in a
photo with the worst contrast
worst exposure and worst
focus of all those taken. It
means simDlv that the person
submitting a photo depicting
the worst aspects of the Ft.
Hood environment will win.
As in any contest rules
have been established.
To enter any person any
age living or working on the
Ft. Hood reservation need
only to submit a photo depic
ting an environmental
atrocity. The picture has to
be of a Ft. Hood scene and
can be in black and white or
color of any size print.

Unauthorized Damping
Following along the lines of
the Foul Photo Contest is a
second phase in the EEM
program that deals with
dumping trash garbage and
other unwanted items in
unauthorized areas on post.
No doubt many of the
photos presented for entry in
the contest will be of stag
nant heaps of refuse strewn
here and there on post by un
thinking individuals who are
merely seeking a quick way
to get rid of it.
This phase will deal with
eliminating illegal and
unauthorized dumping of rub
bish on the reservation and
cleaning up the deposits of
garbage already dumped on
post.
All Ft. Hood personnel will
participate in this project in
that they will be required to
bring to a halt illegal dum
ping and report existing litter
and dumps so that they
might be dealt with.
Another segment of the
program will be the recycling
phase with the Ft. Hood Post
Recycle Center a pilot
program here handling the
major portion of the
recycling program.
Recyclable Collection
Family Housing occupants
on Ft. Hood have been
requested to aid in the collec
tion of certain recyclable
solid waste articles such as
paper glass tin cans and
aluminum cans or material.
These items will be collec
ted from the housing areas
processed into a saleable
product and turned over to
the Property Disposal Office
for sale.
The collection of recyclable
materials will not only serve
to dispose of a large portion
of the solid wastes currently
filling the Ft. Hood sanitary
land fills but will also serve
to aid the cause of the
"national energy crisis" in
protecting and conserving
this nation's valuable natural
resources.
Possibly one of the greatest
threats to the success of this
