tically prevent tho extension or build-
ing of new roads. This warfare him
produced such a distrust In the public
mind both in Kuropu and thu United
Slates that capitalists will not loull
their money to build railroad.
The South and West will have to
wait until the country grows up and
the people In these sections shall accu-
mulate a surplus of money before they
can invest iu bulldinit railroads In
Texas there is no such surplus. - With
out am rrom tue government men tlio
building of our railroads for the present
must cease i There are many who hold
that the true theory is that railroads
should not ho built until the country Is
nettled up alotig the contemplated roiut
and the people have the money neces-
sary for Its construction. We will not
stop to ImpUre whether this In the true
doctrine or not; sulllce it that the coun-
try has net been acting upon it for sev-
eral years past. If It now becomes the
policy the settlement of tho waste
lauds in the South and West and in
Texas will be greatly retarded The
older Slates and more Nettled portions
of tho country may be beuclltcd by
such a policy hut that tho Southwest
mid particularly Texas would bo greatly
injured hy it can hardly be contro-
verted. Itallroads have built up tho
Western States giving to their lands
Imiuenso value. The enuriretle dodu-
lallon who seek these unsettled lands
do so iu tlio prospect of railroad faclii-
tics for the marketing of their produce
Can it he doubted therefore in view
of all these considerations that every
legitimate cllbrt should nt once ho

precious metals and other minerals in
Western Texas New Mexico and Ari-
zona now practically valueless for
want of this highway.

and property and millions could be
saved to the Government in the cost of
transportation and the subsistence of

all times be free from obstructions
