special from Austin Hays in the house
on motion of Mr. l'pperson the rules
were suspended and the joint special
committee on Finances rcpoitcd a
finance bill and recommended its pas-
sago. This bill was signed by the
chairman of the Finance committee of
both house ).
The bill provides for the issuance
of one hundred thousand bond.) of
one thousand dollars each bearing
interest at the rate of seven per cent
per milium the interest payable semi-
annually the bonds to run thirty years.
The governor is aiithori.ed to ap-
point an agent v. iio shall repair tc;
New York to negotiate these bond. or
the governor may dispose of them.
The saleof such bond:) tgrlher wilh
their dates and tin; nanu s of the pur-
chasers shall be reported to the Legis
lature.
The money thus raised is to be used
in the payment of the outstanding
warrants and other indebtedness due
prior to January loth. Jf there is any
balance left over it shall goto the
credit of tile general fund. New York
is designated as the place of redemp-
tion and the payment of interest. The
treasurer Is required to reserve enough
from the general fund to pay the inter-
est and two per cent as a sinking fund.
These bonds are allowed to be re-
deemed by the State at any time by
the State notifying the holders thereof i
that she wishes to purchase a stated
liumber of bonds accepting those of-
fered at the lowest prices. The bill
was read the first and second time and
made the special order for Friday.
