3- Disposition of the Scout who is retired or
loses troop contact by reason of
a Age
b Satiation
c Misfit
It was agreed that for such Scouts there should
be provided a certificate of honorable retirement,
stating period of service with rank. In this class
differentiation was suggested as follows:
a One year's active service, Retired Scout.
b Three yfears' active service, Veteran
Scout, to which only Scouts over eigh-
teen years of age should be eligible.
4. Provision for development of leaders among
older boys (at 18 years, after 3 years' active
service, eligible for Veteran Scout, as under 3).
The following suggestions were made:
A. In the individual troop with a small
number of older Scouts use:
a As counselor to Patrol Leaders.
b As instructor, encouraging or. assisting
to specialize along definite lines.
c As organizer of a fiew troop.
d Assigned to some special civic duty.
B. In the individual troop with a large num-
ber of older Scouts:
a Organize a separate patrol under special
training.
b Distribute as leaders, counselors or in-
structors among all Patrols.
c Appoint such older Scouts as "Big
Brothers," assigning each one to an
individual Scout or organize a "Big
Brothers" Patrol.
d Assign to some special civic or social
service.
S'j ^n dealing with districts, combine the
older boys from several troops of the dis-
trict as
a Commissioner's Staff based on competi-
tive examination, for example, Staff
Surgeon, Staff Signaler, etc., etc.
b Form a special training troop with pa-
trol division based upon classified in-
struction.
Saves Lad from Drowning.
Risking his own life in the attempt,
George Steedle, a Bqy Scout, saved a fel-
low Scout, Jack Corry, from drowning on
Thursday, Jan. 14, reports the Trenton,
N. J., Times. After school the boys went
to the river to play on the ice around the
pier, and as young Corry stepped on one
of the cakes it drifted rapidly toward
midstream.
Realizing his comrade's danger, young
Steedle pushed a light boat into the water
and with a board as a paddle worked his
way to the imperilled lad. Before he
reached him, however, the cake of ice went
to pieces, and young Corry was dropped
into the water. In another instant Steedle
was at his side and with much difficulty
pulled him into the boat. Steedle, who is
15 years of age, takes his exploit very
modestly.
