not only for scoutmasters but for those who are willing to give all of
their time to scout service. It is hoped that with the help of the
Director of the Department of Education, definite plans may be worked
out during the coming year for some sort of training course in connec-
tion with the National Headquarters and in some of the larger scout
centers.
District Organizations Established.
A most noteworthy and helpful development of the past year in the
work of the Field Department has been the establishment of two field
divisions.
By reason of a generous contribution by a member of the Executive
Board the division of the Pacific Coast, including the states of Cali-
fornia, Oregon, Washington, Idaho, and Nevada, was established on
January 15th, with Mr. H. D. Cross in charge. The work of this divi-
sion will be covered in a special report to be presented personally by
Mr. Cross at this meeting. It is confidently believed that the results
of his work will so appeal to the men of the Pacific Coast as to insure
further development of this department, and the assumption by the
Scout leaders of the district of the financial obligations involved.
By reason of the generous contributions of established local coun-
cils, namely, Chicago, Cleveland, Detroit, Dayton, Grand Rapids, and
Toledo, the Middle West Division covering the States of Illinois, Ohio,
Michigan, Wisconsin, Indiana, and Kentucky, was established on June
1st, with Mr. Judson P. Freeman in charge. The details of the work
accomplished since Mr. Freeman began work will be set forth in a
brief review to be presented by him personally.
It is believed that the merits of Mr. Freeman's work will insure the
further development of this department by the support of all councils
within the territory covered.
