their Executive, Mr. E. B. De Groot, nationally known as a leader in
boys' work. Mr. De Groot succeeded Mr, D. W. Pollard, a pioneer Execu-
tive. Mr. M. J. Cashion succeeded Mr. L. C. Wright at Bellingham,
Washington.
There has been sent from headquarters a monthly letter to all of the
Executives in the district. This letter contains general information relative
to the work of the field, new cities organized, new executives employed,
and some data concerning the development of Scouting throughout the
country. This letter, the various men testify, has been of immense value
to them. The isolated conditions of our Western cities make some such
personal note a necessity.
There is maintained at headquarters a complete filing system concerning
the work of the field, but keeping , ever in mind that it is but a district
office and all information on file is used merely to facilitate the field work,
"problems of administration, registration, etc., being handled from th&
National Council Office.
As an evidence of the difficulty attending the intensive development of
the field without adequate man-power the following table will prove
interesting:
