tesque prohibition law invented by the
North Carolina crusaders indicates that the
negroes may be trusted to discern their own
interests at discriminatingly as tho Caut
cattan. Tho terms of the bill wore an affront
to a domecratio society. They struck at the
commonest rirhts of the oltisocs and bad
the Male voted In make them law the oourts
would have thrown them out in oontempt.
The humorous phase of the contest was the
lingular alliance fir and against the meas
ure. The democrats who are. from the
very essence of their doctrines the natural
foe of sumptuary legislation were the
sponsors of the bill and its defenders on the
stump while the republicans as a party op-
posed it. The state committee and a fair
number of the members in the legislature
voted for it but the party as a whole refused
to bvre anything to do with it. This experi-
ment ought to be a lesson to the temperance
folks. They could have passed a bill reas-
onably diminishing the worst effects of the
liquor trallk but intoxicated by the capture
of the state government and leciilature thev
at once proceeded to illustrate the old truth
that even a good cause can be pushed into
lawlessness. It is doubtless a regrotable
thing that men should drink to drunkenness
but it is indnitolv worse that other men
should arrogate the power of bre akirc the
plainest requirements or the constitution to
make them keep sober.

by enlightened reforms. The capitation
tax will be maintained as one of the
most available resources to that
end. Among the points worth ats
tention in the atsemblage was the presence
of several delegates who bad previously
identified themselves with the republican
movement. The significance of theso defec-
tions attests the strong feeling excited by the
"Kid's" shameless sale of himself in the sen-
ate in the spring. The utterances of the con-
vention on tho debt question loavo it impos-
sible for any honest man in the state to doubt
bis duty in the catling of his vote. It is very
rare indeed that a political platform em-
bodies so pointedly and so pithily its prin-
ciples. They sum themselves up honest
payment of tho dobt; preservation and ex-
tnntion of the school system for white and
black; an honest ballot and an honest
count and tho equal protection of the cit-
izens irrespective of race or condition before
the law. It is very rare indeed that a demo-
cratic utterance compels an approval so un-
qualified as this admirable document must
elicit from fair minded men. Tho conven
tion rejects as a slander upon the fair fame
of the state the insinuation that the ballot is
not free and the rights of the citizen not
protected identinea with such eminently
wise and conservative principles it behooved
the convontian to select men of conceded
stamina to carry them out. This seems to
have been done in soiection ot Air.

and who is everywhere known as one ot the
most polished orators of Virginia
