A person engaged in the off-site transportation of hazardous waste by air, rail, road,
or water. Transporters who store manifested shipments of hazardous waste in
containers meeting the requirement of Article 262.30 for a period of 10 days or less
are not subject to regulation under Parts 270, 264, 265, and 268 with respect to
storage of these wastes. (40 CFR 263.12)
Any method, technique, or process, including neutralization, designed to change the
physical, chemical, or biological character or composition of any hazardous waste
so as to neutralize such waste, to recover energy or material resources from the
waste, or to render such waste non-hazardous, or less hazardous; safer to transport,
store, or dispose; or amenable to recovery, storage, or reduction in volume.

both, as long as the reduction is consistent with the goal of minimizing present and
