be recalled. This shall apply only to members-elect of the succeeding legislative ses-
sion.
Section 7. No bill shall be considered unless it has been first referred to a
committee and reported from it [Atferero].
Section 8. Bills and joint resolutions introduced during the first 60 calendar
days of the regular session may be considered by the committees and in the House,
and disposed of at any time during the session, in accordance with the rules of the
House; [~Fevided;] however, [t4h] after the first 60 calendar days of a regular ses-
sion, no bill or joint resolution, except local bills, emergency appropriations, and all
emergency matters submitted by the Governor in special messages to the legislatures
shall be introduced[-,] except by an affirmative vote of four-fifths of those members
present and voting.
Section 9. Except as provided in Section 32 [N] of Rule V [-j ], when a bill
has been committed once at any reading and las been reported adversely by the
committee to which it was referred, it shall not be in order to again recommit the
bill unless a minority report has [ehil-hve] been filed in the time required by the
rules of the House, and then only by a two-thirds vote of those present.
Section 10. No House bill or Senate bill on its second reading shall be consid-
ered for any purpose during the last 72 hours before the final adjournment of the
legislature, unless it is an appropriation bill.
Section 11. The Speaker shall not be authorized to recognize, nor shall he
recognize, anyone to take up a bill out of its regular order within 48 hours next pre-
ceding final adjournment; nor shall he lay any bill before the House or take a vote
upon passage thereof during the last 24 hours next preceding the final adjournment
of the legislature, except adoption of conference committee reports or concurrence in
Senate amendments.
Section 12. All bills before the House shall be taken up and acted on [apen]
in the order in which they appear on their respective calendars, and each calendar
shall have the priority accorded to it by the provisions of Rule VI. [I.] With
respect to a particular calendar, bills on third reading shall have precedence over
bills on second reading.
Section 13. When any House bill shall be reached upon the calendar or shall
be before the House for consideration, it shall be the duty of the Speaker to give the
place of the feeh] House bill on the calendar to any Senate bill which has been ref-
erred to and reported from a committee of the House which contains the same sub-
ject and to lay the [eeh] Senate bill before the House, to be considered in lieu of the
[seeh] House bill.
Section 14. On calendar Wednesday and on calendar Thursday of each week
only Senate bills and Senate resolutions shall be taken up and considered until dis-
posed of. Priority of consideration of Senate bills and Senate resolutions shall be
accorded pursuant to the provisions of Rule VI [4X], on separate Senate calendars
prepared by the Committee on Calendars. In case a Senate bill or Senate resolution
shall be pending at adjournment on calendar Thursday, it shall go over to the suc-
ceeding calendar Wednesday as unfinished business.
Section 15. Precedence given in this rule to certain classes of bills during the
first 60 calendar days of a regular session shall also apply to Senate billson Senate
bill days.
Section 16. A printed copy of each bill except the general appropriations bill
shall be placed in the newspaper mailbox of each member at least 24 hours before
the [e~eh] bill can be considered by the House. A printed copy of the general appro-
priations bill shall be placed in the newspaper mailbox of each member at least 168
hours during a regular session and at least 72 hours during a special session before
the fseeh] bill can be considered by the House.
