No. 753 ,----I 1 AN ACT 2 relating to the recruitment and retention of certain caseworkers 3 employed by the Department of Family and Protective Services. 4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 5 SECTION 1. Subchapter B, Chapter 40, Human Resources Code, 6 is amended by adding Sections 40.0327 and 40.0328 to read as 7 follows: 8 Sec. 40.0327. PREEMPLOYMENT ASSESSMENT; PREFERENCE. 9 (a) The department shall use special assessment tools in screening 10 applicants for employment with the child protective services 11 division in order to match an applicant with the position in the 12 division for which an applicant would be best suited based on the 13 applicant's skills, personality traits, and experience. 14 (b) The department shall give favorable consideration to an 15 applicant for an entry-level caseworker position who has a master's 16 degree or bachelor's degree in social work over other applicants 17 who have comparable skills. 18 Sec. 40.0328. SALARY STUDY. (a) The department shall study 19 the salaries of each type of child protective services caseworker 20 to determine the role salary plays in the recruitment and retention 21 of caseworkers and in the turnover rate for each type of caseworker. 22 (b) Not later than December 1, 2012, the department shall 23 report the results of the study and any recommendations to the 24 governor, lieutenant governor, speaker of the house of
