BUSINESSES OPERATING OUTSIDE
STATE TAX LAW

Bullock reported that Texas
businesses operating outside
state tax law will get a one-
time-only, penalty-free chance
in February to get right with
the Comptroller's Office be-
fore Bullock lowers the boom
in March.
"We'll give them 29 days in
February to get right with the
law," Bullock said. "If they
come in and wipe the slate
clean, we won't charge them
penalty and we won't file
charges against them. If they
wait until March or if they wait
until we find them, they'll be
too late."
Comptroller enforcement
officers will begin using new
procedures designed to more
quickly identify and collect
taxes from errant taxpayers in
March. Under the law, the
Comptroller can collect a 10
percent penalty and has the
power to file criminal charges
for unreported state taxes.
"We will only waive penal-
ties and charges if the taxpayer
comes forward voluntarily dur-
ing February," Bullock said.
"Chronic late filers, delinquent
taxpayers and other taxpayers
already under investigation or
court prosecution don't qualify
for this relief."
The February-only, no
penalty period is aimed at:
• A business operating
without a tax permit.
• A business (such as an out-
of-state corporation) which
owes Texas taxes even though
a tax permit isn't required.
• A business not reporting
taxes on a new activity added
since it got its original tax per-
mit.
• A business with a single
tax permit, but more than one
business location.
"The February period is for
the business operating outside
the tax law or beyond the limits
of its tax permit. We want
them to come out in the open,
get a permit and start reporting
taxes like most other Texas
business people," the Comp-
troller said.
Information and assistance
for taxpayers to take advan-
tage of the one-month grace
period will be provided by the
4-H OFFERS FOREIGN
AMBASSADOR PROGRAM

bassador Program is for you.
IFYE is designed to provide
international understanding
and good will. The program
revolves around living with a
host family in another country
for a period of time -- up to six
months - and sharing in family
fun and chores. The visiting
4-H'er also has an opportunity
to learn and observe local
customs and to visit sites of
historical and cultural impor-
tance.
The IFYE program affords
4-H members the opportunity
to gain a greater appreciation
of different cultures and to
learn cultural differences. It
also enables them to share 4-H
and youth experiences with
host countries and to learn new
approaches to leadership devel-
opment.
The IFYE program in 1984
will focus on general cultural
experiences in Canada, Costa
Rica, Denmark, Mexico, Spain
and Sweden. In addition, nine
programs will have a specific
4-H project work: sheep,
Australia; foods, France;
clothing, Italy; natural
resources, West Germany;
commodity marketing, Nether-
lands and Belgium; wildlife
conservation and photo-
graphy, Kenya (East Africa);
dairy, Switzerland; and
horsemanship and animal
science, United Kingdom.

tional information about the
IFYE program or in applying
for travel in one of the 15 pro-
grams mentioned above should
contact the County Extension

NEW MIDDLE
SCHOOL NAMED
Trustees voted to name the
new middle school Charlie
Richard Lyles Middle School.
This facility will be built on the
property located between Rose
Hill and Country Club Roads.
Mr. Lyles was born on his
father's farm located north-
west of Garland in 1876. He
was a member of the Garland
School Board from April 1917
to April 1924, was an active
member of the First Methodist
Church, and served on the
church's Building Committee
for the facility which burned a
few years ago. Mr. Lyles was
interested in any project which
would benefit the city of Gar-
land.
The six children of Charlie
Richard Lyles and Katie Lyles
' attended Garland schools and
five of his seven grandchildren
attended Garland schools. His
great grandchildren are cur-
rently enrolled. Two of his
daughters-in-law were employ-
ees of GISD. Leola was a
teacher for 32 years, and
Thelma was cafeteria manager
for Central Elementary.
