Widening of Highway 78
Draws Packed Council House
Almost all present at
Monday's City Council
meeting were in agreement
that Highway 78 should be
widened within the city limits.
Whether to install 8" or 12"
water pipes adjacent to the
highway, and how to finance
the project drew heated de-
bate from a crowded Council
Chamber crowd.
Ghaleb Sunna, design en-
ginee' for the Texas Highway
Dept., said the design stages
of Highway 78 from SH 190 to
the Collin County line are
complete.
"We're waiting now for the
utilities to be moved," he said.
Bids will be let in October
1993. If not let then, the pro-
ject will drop back until
October 1994. Funding for the
$15 million project has been
approved by the State.
In addition to the State
funds, Sachse must come up
with $360,000 to upgrade and
relocate water lines and
$150,000 to upgrade and re-
locate sewer lines. Another
$40,000 will be added to the
project if Sachse elects to go
with 12" water lines, rather
than 8" lines.
The original phase involving
Sachse will be from Highway
190 to the Dallas County line.
Phase two (bids to be let in
August I994) will be from the
Dallas County line to
Sachse's northern city limits.
Bids for the area from the
Sachse city limits to FM 544
in Wylie will be let in 1996.
City Engineer Travis
Roberts, Hunter Associates,
explained that the concrete
reinforced streets will have
curbs and allowance for six
lanes to be constructed in the
future. Present plans call for
four lanes, with a 39-foot
median.
Drainage inlets and
storm water pipes are to be
paid for bv the State.
Where is the $360,000 or
$400,000 (depending on pipe-
line size) going to come

Sexually-Oriented Businesses
Addressed bv Local Ministers
"Of the 18 different sins, 12
are tied to sex-oriented bus-
inesses," Sachse Church of
Christ minister Willis Dykes
told members of the Sachse
City Council Monday night.
Dykes and Rev. Mark Rey-
nolds, pastor of Park Lake
Baptist Church, were among
those speaking out for an or-
dinance to regulate sexually-
oriented businesses in Sach-
se.
Dykes, who has been min-
ister in Sachse for five years,
quoted from Isaiah 5:10 and
referred to sex oriented bus-
inesses as "the Devil's work"
. . . Sex is running rampant in
may ways . . . You can't be
too hard on the sinner."
Dykes said the same prob-
lems existed 100 years before

to take affirmative action
against such businesses if

ures showed that 70 percent
of all pornography winds up in
the hands of children.

We need to maintain a safe

want to see Sachse continue

morally," he said.
The two ministers were pre-
sent as the result of a pro-
posed ordinance offered bv
Councilman Randy Glover to
regulate sexually-oriented
businesses, and a proposed
resolution authorizing the City
