HOW FIRM A FOUNDATION
h ave you ever watched as the foundation was prepared for a
new skyscraper? Thousands of yards of earth are removed by
giant shovels. Steel pilings are driven deep into the bedrock. Huge
cement structures are interlaced with steel reinforcements many
stories below ground level.
Not unlike a skyscraper, Scouting also depends on a solid foun-
dation on which to build and carry out its program. Scouting's
foundation is manpower . . . manpower on unit, district, and
council levels.
As we build our Scout program of service to the youth of our
community, we should be alert to the hazards of a substandard
foundation: not enough manpower to do the job . . . poor or
ineffective manpower . . . untrained and unskilled manpower.
These may lead to poorly designed and shaky Scouting programs.
Let's resolve to recruit the finest manpower available on which
to build Scouting. It's available if only we go after it in a
purposeful manner. America's manpower begins with boy-
power . . . what better sales message could we have than this?
