cials hope that the "Year of the Eagle"
will do much to correct it. As Jadel ex-
plains:
"Since the rank was established in
1912, about 1.2 million Eagle badges have
been awarded, but until the formation of
NESA, the only records kept on Eagles by
the BSA were the names and troop
numbers of those who attained the Eagle
rank. Over the years, many troops have
changed numbers or ceased to exist, so a
majority of the living adult Eagles have
been lost."
Not until the early 1970s did the BSA
even start trying to collect addresses of
living Eagles and not until NESA was
established in 1972 did the process of
record-keeping become well organized.
Currently, NESA has 125,000 Eagles on
its membership rolls, but by the end of
1990, Jadel would like to see that number
doubled. Since new Eagles will be added
during that time, this means that about
100,000 older Eagles must be identified
from the "legions of the lost" in order to
achieve that goal.
If the goal is to be met, NESA officials
agree, a concerted effort at the local
council level will be absolutely essential.
NESA chairmen in each council will bear
a major part of the burden, but Scout
executives and local council officers will
also play an important role.
"Our overall plan calls for every coun-
cil to establish a NESA committee to initi-
ate a search for Eagles," says Milbury.
"We're distributing a booklet offering a
full program that can be implemented at
the council level, and our success will
depend on how active each council is in
identifying and enlisting its Eagles into
NESA."
Some councils across the country have
already organized aggressive campaigns
to locate and register "lost" Eagles. One
of these is the Great Southwest Council,
which is among the largest councils in the
U.S.A. in terms of geography, taking in
parts of New Mexico, Arizona, Colo-
rado, and Utah, and including the famed
Philmont Scout Ranch.
Great Southwest Council began a pre-
liminary search in the early spring of
1989, and by fall a well-organized effort
was underway, designed to reach into all
areas of the community where unidenti-
fied Eagles are most likely to be lurking.
Under the direction of Council NESA
Chairman Wayne E. Bingham, an Albu-
querque attorney and Distinguished
Eagle Scout, and with the active support
of Scout Executive John H. Green and
Council President Nick Franklin, the
