Focal point for the expanding program will be a
new administrative headquarters at Howland.
Me., 35 miles north of Bangor and only three miles
off Interstate 95 on a paved road that is well
plowed in winter.
But don't let the fact that it is easy to get to fool
you. Howland's 24-acre site is on the Piscataquis
River in a mixed hardwood stand that abuts a
1.000-acre experimental forest owned by Interna-

tional Paper Co., all of which will be open to
Scouts and Explorers for snowmobiling, ski tour-
ing, snowshoeing, ice fishing, and instruction in
both winter camping and cold-weather survival.
"We want to create a new appreciation for
winter," declares Director Bud Jeffrey, "and we
want to extend our environmental training of
Scouts and their leaders to all four seasons of the
year."
How will the broader program be organized?
Basically, on the same principles that have made
the present summer program so successful.
Young men and women arriving at Howland
will have been briefed beforehand, just as now, by
means of a crew guidebook that is sent to them in
advance. It tells the group what gear to bring,
