Farmers wo have acted under
past resolutions and tho time Is
hero that wo must reconsider our
past resolutions Change them if
we see fit or change them that
they cant be misunderstood
Wc have one basic resolution
that destroys all other resolutions
That is it gives the president
the authority to be judge and
jury on all policies That resolut
ion should be changed and specific
to the point that no one could
misundcrstnd
It states the basic principles
of our present farm program are
sound
Our present farm program allows
farm products imported at
any price or quantity as the Secretary
sees fit It allows the dump
act that a country may unload its
surplus at a less price than they
get at home It makes us compete
with world trade on farm products
while Industry collects 37Vi
per cent above tarriff on any
manufactured goods It is a flexible
price support We all know
that if we were acting on a flexible
price support now we would
be getting 10c on cotton 100
on corn and 125 on maize and at
the same time half of our land
would bo laying out or planted to
cow feed and cows wont pay now
In that resollution we ask for
a program that will permit min
imuin freedom Yet we approve
a law that gives tho Secretary
broad powers Power to control
prices production and Imports
Ho can dump products on the market
at a below cost price He can
estimate When I buy a hog I
estimate tho weight low but
when I sell it I estimate It high
You can make me weight it but
you cant make the Secretary
change his estimate

hurt our price or our industry
He didnt think it hurt for caltlo
prices to drop from 40 a pound
to 08 a pound
Lots not be Democratic or Republican
on farm laws We are
both affected the same and I can
show you where both parties
have misused the law
In this resolution we use the
words undue hardships Lefc
change those words They can
mean anything
We ask for maximum soil conservation
payments Yet President
Klin6 approved a minimum
appropration on the grounds of
saving our Government money
It appears to me destroying the
soil is not being saving
It appears to me conservation
is the national problem although
the appropration is only 1500 a
farm
President Eisenhower July 31
in a speech to the Senate stated
three times that conservation was
a cooperative job All should pay
for it Yet his request for appro
pration was only a skelton Wo
farmers cant get a price sufficient
to do the job ourselves
In our resolution we asked for
adequate appropriations for Land
Grant Colleges and Extension Service
Yet Kline approved a very
low sum as being sufficient You
tha t dont know our county agent
is worked to death and our Land
Grant College appropration has
not increased yet their expenses
have doubled
We are on record as being opposed
to tho Fair Trade Act This
law was made to protect the little
independent merchant
When we destroy the little merchant
wo destroy competition
The independent merchants hold
the big companies In line We all
know If it wasnt for tho independent
merchant we would be paying
50c a gallon for gasoline
We must keep In mind that
Allen Kline has attempted to destroy
any idea a farmer may have
by stating that wo just dont understand
the overall program
In other words we must permit
imports of farm products at a
half price In order to keep our
manufactures going even though
it creates a surplus and destroys
our price
Walter Rogsrs branded the farm
program as being so difficult that
they wore sure to make lots of
mistakes and we must overlook
them
There are some known mistakes
they are making that we
should not overlook
Ezra Benson said the problem
was too largo and Congress gave
him 3G advisers that are all business
executives then he asked us
farmers to help him but has consistently
stated if we have an
idea it must be wrong because the
problem is too large for a farmer
He has been very tactful most of
the time but blundered a few
times
He asked for polls but is careful
to tell us what to think and
so states the polls that we cant
truly express ourselves
He has his Benson plan that
destroys the little farmer and most
of our land Still it sounds good
unless you look for the little details
that destory fanners
It appears we must make resolutions
that cant be misunderstood
and it must be our thinking
instead of our leaders
I have studied Salesmanship

a greater force than the force to
sell us farmers a rotton apple
