I augar needs One of the realms
argued in support of this law Is that
sugar can be purchased from Cuba
at a much lower price than it can
be produced in this country even
though a premium above the world
price is being paid to Cuba In any
event the program definitely cuts
down the number of acres of sugar
beets and cane which can be grrTi
In this country And It might be
pointed out that it is generally accepted
wlthou cniestion that thlr
counry could irorhice Its sugar
needs domesirally wthout too much
effort In view of this situation and
the feeling generally that the present
government of Cuba has been
hostil to this country and overly
friendly to the USBR there It a
great deal of sentiment for a reappraisal
by thu country of the entire
sugar situation especially the
preferred treatment which has beer
accorded uba There are seven
schools of thought one l lng tha
the ongress should immediately
act to withdraw any further gran
f quotas or preferred treatment
o Cuba Another is that the quoit
being enjoyed try Cuba at the pre
stnt time should b > inoasurably reduce
and spreid nmong other aug

that the quota now held by Cub
should l > e measurably reduced am
hat portion pjven to mainland bee
ind cane growers There Is stll
another to the effect that the matter
should remain static and that uns
and all increases In sugar demands
if his country should be filled by
increased acreage allotments tr
mainland beet and cane growers
Some argue that tt lake the entire
quota awny from Cuba or even ti
measurably reduce It would bo plnv
ng Into the hands of the Reds
They feel that th Castro government
would merely say to the world
that the United States was punishing
it for no good reason Others
fee I that unless something is done to
nit off or reduce the Cuban quota In
the face of ubas recent actions
which taken at a minimum have
been definitely not fnoodly this
