class mail than it receives in
postage for it, to say nothing of
the coot of handling and delivery.
The second-class matter, which
constitutes nearly sixty per cent
of the weight of the entire mail of

cent a pound last year, amount
ed to 429,444,573 pounds. If the
estimate of the postmaster gen
oral that half this matter is not
entitled to second-class rates is
correct, and was made to pay its
full share of the total ooet of the
mail service, it is estimated that
the report for the last fiscal year
would have shown a surplus of
$8,000,000 instead of a deficit of
