for city
going up
By LYNETTE SOWELL

The Copperas Cove City
Council will be discussing money
matters at a special workshop to-
day at 5 p.m. in the city hall coun-
cil chambers at 507 South Main St.
First on the workshop agenda
is a presentation from City Manag-
er Andrea Gardner, who will be
sharing the proposed budget and
plan of municipal services for fis-
cal year 2013. The proposed budg-
et was first shown to the council at
the July 17 city council workshop
and will undergo more discussion
at today’s workshop. The city must
have its new budget adopted by
September 30.
The council will also be dis-
cussing the new tax rates. This
year’s effective tax rate is
0.757000 per $100, compared to
last year’s rate of 0.763900 per
$100. If adopted, this would in-
crease taxes compared to 2011 by
$104,468.
The projected major operating
funds total is just shy of $30 mil-
lion in the amount of $29,670,038,
with 51 percent of that the general
fund, 36 percent water and sewer,
11 percent solid waste and 2 per-
cent golf course. The city looks
ahead to its general fund revenues
increasing by 1.44 percent in 2013,
with tax revenues up to
$10,680,771 from $10,536,450 in
fiscal year 2013, and total general
fund revenues amounting to
$14,361,606 in 2013.
As far as expenses go, the
city’s general fund expenses are
projected to increase by a total of
0.8 percent, to $15,195,969 from
$15,077,898.
The city is also asking for a
