Double Victory Is Won By Unionist
Telegrams were received in Nash-
ville yesterday announcing that
cases in Missouri and Georgia in-
volving the validity of the union be-
tween the Cumberland Presbyterian
church and the Presbyterian church
U S A bad in both states been
decided in favorof the unionist
The decision in Georgia was one
of the supreme court
Suit was instituted by the Cum-
berland Presbyterians of Atlanta
who refused to recognize the validi-
ty of the union to obtain possession
of the hoifse of worship and parson-
age They applied to Judge Pen
dleton at Atlanta last summer for
a peliminary injunction The ap-
plication was argued by Judge
Caldwell and Guat of Tennessee
Judga Pendleton granted the in-
junction holding that the constitu-
tion of the Cumberlain Presbyter-
ian church did not authorize the
union and therefore that it was ille
gal and void On a point of law a
writ of error was carried before the
case was carried before the su-
preme court of the state The
case was argued by the same at-
torneys in May laBt and the deci-
sion was announced yesterday
It is said to have been a strong one
find to have completely jeversed
the decision of the lower court
At Varrensburg Mo the anti
unionist took possession of the
church property and claimed that
the unionist seceded by joining the
Presbyterian church and were
therefore not entitled to the prop-
erty The unionist applied for a
preliminary injunction and one
was granted after a full hearing be-
fore Judge Bradleo who held that
union was legally formed and that
therefore the unionist had a right
to the church property
Claming that they could not get
justice at Warrensburg the loyal-
ist applied for a change of venue
and the cafe was heard before
Judge Martin at Booneville
Judge Martin rendered his de-
cision yesterday and granted a
permament injunction perpetually
restrained the anliunioniBt from
interfering with the unionist in the
exclusive poBession and enjoyment
of the property Nashville Tenn

Notwithstanding the boll weevils
it is estimated that Texas produces
exactly the right number of bales
of cotton to have a few more cot-
ton mills and factories within her
confines In Texas there is alno
produced a most excellent quality
of iron A fuw more iron works
would be an advantage With her

A PUBLIC LIBRARY
To the Editor of the Jimplkcdte
What does a public library do
for a town has been asked the
writer hundred of times
In the first place it supplies the
public with recreative reading to
the masses of the people hard
worker and living humdrum lives
the novel comes as an open door to
an ideal life in the enjoyment of
which one may forget for a time
the hardships of life
2nd A proper and worthy aim
of the public library is the supply-
ing of books on every profession
art or handicraft that workers in
every department who care to
study may perfect themselves in
their work
3rd The publio library help in
social and political education in
the training of citizens It is well
supplied with bookB and period-
icals which give the thought of the
best writers on the economic and
social questions now under earnest
discu8io n The highest and best
influence of the public library may
be summed up in the single word
culture
The free reading room connected
with th e public library is especi-
ally useful to those boys and girls
who have a dormant fondness for
reading and culture but lack home
and school opportunities The
public library then is a means for
elevating and refining the taste
for diffusing sound principles of
social and political action and for
furnishing intellectual culture to
all That the public library is a-
part of the educational systems
should never be lost sight of in the
work of establishing it or in its
management To the great mass
of the people it comes as their
first and only educational oppor-
tunity For the largest part of ev-
ery man s education is tbat which
he gives himself It is for this in-
dividual selfadministered educa-
tion that the public library furn-
ishes the opportunity and the
means
It is the intention of the library
staff on going into their new home
given by Andrew Carnegie to add
to the library more books on gen-
eral reference Religion philoso-
phy sociology philogy science
and useful arts such aB on mechan-
ical carpentry roofing and mason-
ry plastering heating plumbing
lighting painting paper hanging
furniture ground Also books on
fine arts as photography engrav-
ing music mathematical and sci-
entific drawing interior decoration
landscape gardening literature
description and travel biography
Also a graded list of books for
children from the first grade to
the high school We also hope to
have a story hour for children on

The Limit or Life
The most eminent medical scientists
are unanimous in the conclusion that
the generally accepted limitation of hu-
man life ib many years below the at-
tainment possible with the advanced
knowledge of which the race is now
possessed The critical period that de-
termines its duration seems to be be-
tween 50 and 60 the proper care of the
body during this decade cannot be too

Cotton Ginners Attention
The thirtieth Legislature passed
a law creating a Bureau of Cotton
Statistics in the Department of Ag-
riculture The object of this Bu-
reau is directly to benefit the cot
ton grower by furnishing accurate
information in regard to the condi-
tion of the Texas cotton crop dur
ing the period when thiB crop is
actually being marketed The fact
that Texas produces onethird of
the cotton crop of the United
States will at once show the need
of such a bureauand the impor-
tance to the cotton grower of the
information to be furnished by it
This information is to be based
upon actual figures whose accuracy
is sworn to There is to be no
guesB work or estimating about any
part of it
The plan devised for the collec-
tion of these statistics is as follows
Before engaging in the business of
public ginners each ginner shall
obtain from the County Clerk of
the county in which the gin is lo-
cated a certificate free of cost
showing that he has taken the
oath prescribed by this law The
oath prescribes that the ginner
shall make correct reportB to the
Commissioner of Agriculture the
certificate number name and post
office address of each ginner that
qualifies The Commissioner of
Agriculture shall send toeach gin
her blahks and envelopes fur the
official cotton report The ginners
shall make their reports between
the 1st and 3d of each month On
the eighth of each month the Com-
missioner of Agriculture shall open
and compile these reports in the
presence of three witnesses ap-
pointed by the Governor for this
particular purpose The result
shall be published at 11 oclock a
m on the ninth of each month
The law places a severe penalty
upon all ginners who fail to com-
ply with its provisions
